1st make sure the fare evasion laws are enforced,the homeless are kicked outif the system fines are enlisted for quality of life crimes and once completed then worry about the other things. If you do it now your just making it easier for the homeless to move into the system and giving drug addicts more places to do their drugs
How about some input on reducing crime? Reducing waste? And stopping criminals from stealing trains?
