🚨 𝐍𝐞𝐰𝐬 𝐢𝐧 𝐀𝐈 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐢𝐨𝐧: 𝐂𝐚𝐥𝐢𝐟𝐨𝐫𝐧𝐢𝐚 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐕𝐞𝐭𝐨𝐞𝐬 𝐀𝐈 𝐁𝐢𝐥𝐥! 🚨 𝐖𝐡𝐲 𝐈𝐭 𝐌𝐚𝐭𝐭𝐞𝐫𝐬: In a major decision, California Governor Gavin Newsom vetoed Senate Bill 1047, which aimed to introduce some of the first AI safety regulations in the nation. The bill would have required developers of large AI models to implement safety protocols, such as testing and public disclosure, to prevent catastrophic risks like AI being misused to create bioweapons or destabilize critical infrastructure. 🌐 𝐖𝐡𝐲 𝐭𝐡𝐞 𝐕𝐞𝐭𝐨? Newsom emphasized that while the bill was well-intentioned, it could inadvertently stifle innovation by applying rigid regulations to all large AI systems, regardless of whether they were actually high-risk. He stressed the need for a more targeted, nuanced approach that balances innovation with safety, especially in a state like California where 32 of the top 50 AI companies are headquartered. 🚀 𝐓𝐡𝐞 𝐁𝐢𝐠𝐠𝐞𝐫 𝐏𝐢𝐜𝐭𝐮𝐫𝐞: This veto doesn't mean California is stepping away from AI regulation. Instead, Newsom promised to work with leading researchers, such as Stanford's Fei-Fei Li, to develop more empirical, science-based guardrails. The governor’s office is also pushing pilot projects to explore AI's potential in public services like traffic management and customer service. What’s Next? Yesterday the US House of Representatives announced it has formed a bipartisan legislative task force on #AI. #TheHill reports that the 24-member task force will be chaired by Representatives Jay Obernolte (Rep) and Ted Lieu (Dem). House Speaker Mike Johnson (Rep) and Democratic Leader Hakeem Jeffries said the task force will produce a comprehensive report to consider “guardrails that may be appropriate to safeguard the nation against current and emerging threats.” The report will focus on regulatory standards and congressional actions needed to protect consumers and foster continued investment and innovation in AI. It will include: 🔹 Guiding principles 🔹 Forward-looking recommendations 🔹 Bipartisan policy proposals developed in consultation with congressional committees   The task force follows President Biden’s Executive Order in October and subsequent policy announcements from the Department of Commerce, including a proposal to require US cloud providers to inform the government where their services are used by overseas organisations to train AI models. The bipartisan approach to addressing AI signals US commitment to shaping the international AI regulatory framework, in spite of previous unsuccessful attempts to legislate in this area. For the first time in Europe, European regulators from different legal regimes have issued a public statement to ensure a coherent cross-regulatory approach in digital markets, starting with AI, within the context of the high-level group for the #DMA. This significant development, which I have personally advocated for many years, will ensure consistency and a common understanding of complex cross-regulatory issues. By doing so, the group is aligning with similar initiatives in the United Kingdom (Digital Regulation Cooperation Forum (DRCF)), Australia (The Digital Platform Regulators Forum (DP-REG)), and the Netherlands (The Digital Regulation Cooperation Platform (SDT)). Additionally, in the news regarding AI, the Competition and Markets Authority has released three working papers on cloud services. This marks the first investigation into the impact of AI on competition in cloud services by a competition authority (https://lnkd.in/eeN6qTNY). Artificial intelligence (AI) was a hot topic at the Two Sessions—the annual plenary sessions for the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC), where China’s business and political leaders gather to discuss legislative priorities. Unlike the United States (where the U.S. Senate’s AI Insight Forums focused primarily on addressing various risks from AI) or the European Union (where policymakers spent nearly the last three years crafting a new law to regulate AI), the primary focus among stakeholders in China was how to ensure China does not fall behind in the development or adoption of this emerging technology. https://lnkd.in/ekASwS7i

European Data Protection Board: #Guidelines on #GenAI generative Artificial Intelligence and personal data for #EU #institutions, bodies, offices and agencies (EUIs). The EDPS published on June 3 its guidelines on generative Artificial Intelligence and personal data for EU institutions, bodies, offices and agencies (EUIs). The guidelines aim to help EUIs comply with the data protection obligations set out in Regulation (EU) 2018/1725, when using or developing generative AI tools. To ensure their practical application by EUIs, the guidelines emphasise on data protection’s core principles, combined with concrete examples, as an aid to anticipate risks, challenges and opportunities of generative AI systems and tools. As such, the guidelines focus on a series of important topics, including advice on how EUIs can distinguish whether the use of such tools involves the processing of individuals’ data; when to conduct a data protection impact assessment; and other essential recommendations. The EDPS issues these guidelines within its role as independent data protection authority of the EUIs, so that they comply with the EU’s data protection law applicable to them, in particular Regulation (EU) 2018/1725. The EDPS has not issued these guidelines within its role as AI Supervisor of the EUIs under the EU’s Artificial Intelligence Act for which a separate strategy is being prepared.
