Here is the recap from the January 24, 2024 City Council Workshop meeting: MAYOR Mayor Wright presided over the workshop. ECONOMIC DEVELOPMENT UPDATE Economic Development Coordinator Steve McCaslin presented an update on the economic development activities the City is working on internally and externally to achieve City objectives. Followed by a discussion with the Council. DEVELOPMENT SERVICES Flood Damage Prevention Code Amendment Senior Planner Dennis Lefevre presented the objective of incorporating the mandatory and recommended regulatory changes at the state (WDOE) and federal levels (FEMA). The code has not been updated since 2017. The next steps include a public hearing in February, with adoption planned for April. Followed by a discussion with the Council. PUBLIC WORKS UPDATE Public Works Director Steve Schuller and City Engineer Alex Warner presented an update on the department’s projects. Followed by a discussion with the Council ADMINISTRATOR REPORT City Administrator Blaine Oborn provided the monthly report. CITY COUNCIL Mayor Pro Tempore Hizon requested an update or report from the City’s legislative lobbyist at a future meeting. A new LDS for New Forest District Council is to be heard at 7th February Cabinet meeting. Three options are for the Council to consider. If a review of the Local Plan is progressed there is little time for preparation and consultation under proposed timetable to transition to the new system for Local Plans. Canterbury City Council has published a new Local Development Scheme (Sept 2024) which essentially pushes the Local Plan timetable back by a year as a result of the National Planning Policy Framework (NPPF) consultation which has removed the 25 June 2025 deadline for the Local Plan to be submitted to the Planning Inspectorate (previously the Council was expecting to submit the LP to PINS in February 2025). The Committee Report that went to Cabinet last week suggests the following timeframe: 📍 December 2024 – the Government publishes its new NPPF and Planning Policy Guidance. 📍 May 2025 – LHN figures released. 📍 Autumn 2025 – publication of the council’s final draft for approval by councillors and the launch of a six-week consultation under Regulation 19. 📍 Spring 2026 – subject to the decision above, submission to the Secretary of State. So we lose another Planning Minister. The revolving door of planning continues with Ministers moving on having failed to solve the planning ‘Pickle’ they have created. If my maths is right - and we are now beyond the number of fingers I can count on with Michael Gove quitting there have been 17 housing / planning ministers in the last 14 years of Conservative rule – eight of those in the last two years alone! We need change, political understanding of planning, and staying power for this critical post in Government if the economy is to grow, utility and health care are to be planned and delivered properly and people are to have jobs and homes. Roll up, roll up the next Minister, please - to stop the planner bashing, resource the system correctly, bring back spatial planning and recognise the good positive planning can deliver for us all. Warrant article … warrant what? Many towns are currently finalizing warrant articles for their annual Town Meetings. A warrant article is an item to be voted on at this legislative event, such as zoning amendments, municipal budget appropriations, etc. Warrant articles are drafted and submitted by the governing body (i.e. Selectmen), Planning Board, or by petition. Since town meeting happens only once a year, these warrant articles are a big deal to land use planners!
