The first conference under the Polish ICPEN presidency is being held in Warsaw on 4-6 October. The priority is to empower responsible consumer choices and strengthen global cooperation among institutions protecting their rights. It’s such a pleasure to welcome delegates from around the world and exchange on important topics that each agencies are currently facing. During the conference, UOKiK will launch a project called "Online marketing," focused on issues related to digital marketing. As the Internet, e-communication and e-commerce grow, companies develop new ways to contact consumers and encourage them to buy the goods and services they offer. We keep an eye on innovative strategies, channels and tools that are dynamically changing our reality and becoming yet another part of everyday life. The plethora of stimuli received by consumers can make it difficult for them to make informed and responsible decisions - especially if they encounter unfair and misleading practices. Consumers must be wary of fake online reviews and testimonials, content (for instance, by influencers) whose commercial nature is withheld, or so-called dark patterns that employ social engineering and knowledge of user behavior to influence their preferences and manipulate their decision-making processes. These are the problems that are faced and counteracted by consumer protection authorities. Poland is also the leader of the project "Consumer protection online- Finance of the Future: services and scam," whose goal is to analyze the e-market for new financial services and emerging scams. Moreover, nowadays it is impossible at the international forum to avoid a discussion about artificial intelligence, its potential and its impact on every area of life. Key is a prudent approach and cooperation between public and private entities in order to better understand AI and use it to the benefit of the consumers. Therefore, during the conference UOKiK will share its experience regarding development of solutions to facilitate detection of prohibited contractual provisions. Informed consumer choices will also be discussed in the context of the rising cost of living. In times of energy crisis and high inflation, the risk of fraudulent business activities is increasing; therefore, it is important for consumers' rights protection institutions to stay vigilant when it comes to enforcing regulations and educating about sustainable consumption. At the domestic level, UOKiK conducts research activities to identify public attitudes toward the issue of reducing the weight of product packaging while maintaining or increasing the product price. 🔊 Have you already heard of the new DSC? Since mid-May, the DSC ensures that the provisions of the EU Digital Services Act are implemented appropriately in Germany. The DSC, which stands for Digital Services Coordinator, is part of the German Bundesnetzagentur. The DSC has a variety of tasks. Most prominently, it offers a complaint form where one can report online platforms for potentially violating the Digital Services Act. But the DSC is also responsible for giving scientists access to data from very large online platforms and search engines, for coordination with the European Commission, and for much more. While this may seem unremarkable, the DSC is actually a pretty important institution. If it does its job well, the provisions of the Digital Services Act will make online platforms become more transparent and more active in fighting illegal content. Without the DSC, the Digital Services Act could resemble more of a paper tiger. Therefore, it is crucial that the DSC is equipped to carry out its mission as effectively as possible. What an incredible month of cross-industry collaboration led by California State Assembly member Buffy Wicks. California State Assembly Bill (AB) 3211, the California Provenance, Authenticity, and Watermarking Standards Act, was approved by the California State Assembly—62 to 0—with bipartisan support. It now moves on to the California State Senate.   Our Chief Product Officer, Ken Sickles, joined Shara Perkins Murphy, David Evan Harris, Ken Wang, and Eric Wengrowski in Sacramento last week to consult on AB 3211 just before this critical and unanimous vote. The bi-partisan support for AB 3211 affirms the need to make provenance tools like digital watermarks widely available and accessible to create the most secure and transparent digital ecosystem possible. Important takeaways from AB 3211 testimony include:   - All digital content —synthetic and authentic—should be digitally watermarked. - To create an ecosystem of trust, content consumers must expect authentic content to be validated by digital watermarks (synthetic or non-synthetic) and question content that is not watermarked. In other words, we can not expect bad actors to apply digital watermarks to 'fake' content. - The tools to both embed and detect digital watermarks must be made available at the device level.   The good news is that the technology to protect content creators and consumers exists today and is widely available and accessible. Digital watermarking tools can be deployed to any device where digital content is created or displayed via familiar software delivery methods.    We'd love to hear your thoughts on this important topic.
