We discussed how these agencies help shelters in their missions while protecting animals and providing transparency and accountability to both state-run and privately-run shelters, breeders, groomers, and so much more. In addition, we discussed how PACFA was formed, how it operates, and how other states can create a similar program for increased animal welfare and accountability.
