Why the current system of refugee funding is not working - and what needs to change to support refugee-led organisations One of the best things about leading the Humanitarian Policy Group at @ODI is the chance to participate in work that challenges current approaches and leads to change. Most often, change is frustratingly slow, and even more often, it's as a result of collective effort... but change DOES happen. I'd like to think that this is one of those projects. And that my brilliant colleagues and collaborators - Caitlin Sturridge, Fran Girling-Morris Alexandra Spencer, andhira kara and Carina Chicet are part of growing network of advocates, funders and refugee-led organisations pushing for change. Published in advance of the Global Refugee Forum, this report is one of the first to take a deep-dive into funding to refugee led organisations. It shows that: - RLOs are chronically underfunded: the available data shows that just $26.4 million of humanitarian and development funding reached RLOs in 2022. Average grant sizes to RLOs are 10 times smaller than those reported to local/national non-governmental organisations (NGOs). - Most funding to RLOs passes through at least one intermediary. Intermediaries that empower and support RLOs to access international funding and amplify their advocacy have a long-term role in increasing funding to RLOs. But a better balance is needed, and well-established RLOs with the systems and capacity in place should be prioritised for direct funding. - Very few of the main humanitarian agencies and donors track or transparently report the funding they provide to RLOs. The available data shows that support for RLOs is instead being driven by private philanthropies. - The assumption that RLOs are ‘too risky’ to fund is not supported by the evidence, and has contributed to strict compliance and due diligence requirements that exclude many RLOs from accessing any funding at all. A more proportionate and pragmatic approach is needed – whereby funders only ask RLOs for what is needed. - RLO experiences of receiving international funding arrangements remain performative and tokenistic. The international community must urgently start recognising RLOs as distinct and important actors within the localisation agenda and increase quality funding to RLOs. While RLOs can advocate to change the system for the better, it is ultimately those at the top of the system that need to transform it from the inside. 🌟 Just Released: Advocacy Brief by the Inter-Agency Task Force on Children Deprived of Liberty! 🌟 👧👦 Promising Practices from Tunisia Highlighted! 👧👦 The new advocacy brief, featuring insights from Tunisia, urges States—especially relevant for Tunisia—to take decisive action: 1. Adopt explicit legal prohibition of detention of children based on their legal or migratory status or that of their families and provide a legal framework for a wide range of alternatives for unaccompanied and accompanied children and their families. 2. Invest in child rights-based community and family-based alternative care arrangements. 3. Establish asylum and migration management systems that are based on child rights. 4. Prevent detention of children and their families by setting up effective screening systems that refer children and their families for protection and assistance, with child-friendly reception mechanisms. 5. Ensure that national child protection systems are fully inclusive of refugee and asylum-seeking children, as well as, migrant children. 6. Establish children and their families' access to effective and comprehensive case 7. Establish timely appointment of qualified guardians for unaccompanied and separated children. 8. Ensure children's access to justice, with free and timely legal aid and representation to claim for their rights and seek remedies for violation of their rights. 9. Ensure all children's access to multisectoral services, regardless of their or their parents' status, including education, healthcare, and social protection. 10. Establish regularization programs for undocumented children and their families. 11. In our Migration Programme, we partner with many organisations led by refugees. We believe that they are best placed to articulate the needs of refugee communities and are important service providers in displacement situations. In an overstretched and often insufficiently accountable international system to assist and protect refugees, they drive much-needed change and innovation.    This new report from ODI takes a snapshot of what funding goes to refugee-led organisations. The result: We are largely failing to fund refugee-led organisations and, as a result, are missing an important opportunity to improve international refugee protection. However, it doesn’t stop there. Ahead of the Global Refugee Forum in December, the report provides a comprehensive set of practical actions that would change things.
