National Cyber Security and Business Cyber Security The first duty of Government is to protect its citizens. This is still a statement that means something in the west. In the physical world much money is spent on defense forces that are designed, in the main, to defend rather than attack. NATO is a defensive organisation because of this philosophy. In my book Critical Information Infrastructures, 2010, with Springer Nature Group I warned of the dichotomy between the physical and virtual worlds in respect of defending citizens. Today there are widespread virtual and physical consequences of this. The liberal and democratic West is exposed to many virtual authoritarian attacks simply because much of the Internet is poorly regulated, if regulated at all. An, and perhaps the defining, example of this is the Boeing issue - where a highly regulated, physical world, master aircraft builder is humiliated by the trio of modern gods: C-Suite egos, quarterly accounts and poorly regulated software. In a new work 'The Invisible Apocalypse' (BUCSIS, 2024), with Daniel White of Erasmus University in Rotterdam, we note the inter-state warfare consequences of this situation. China is by no means perfect and a 'difficult' but needed partner for the west. I hold no candle for them personally or in business having carried the personal physical, corporate and political, bruises. However, they are intent on creating a cyber sovereign space in which the CCP, of course, is protected, and citizens controlled but also protected from cyber attacks. The Great Firewall and Blockchain are mechanisms. This approaxch also helps bind those in the Belt and Road Initiative to them. So it is an interesting dichotomy. Despite perception, it's not just big businesses being cyber attacked: the hackers are indiscriminate. All entities are in their scope. Your organization is a target.
