#HUMAN_POWER AND EFFICEINCY IN #wastewatertreatment PLANTS! The concept of operating efficiently is a relative term. Achieving efficiency improvements requires constant attention to discrete practices, functions, subgroups, and technologies within the organization.Facility #operations are mandated by a number of factors including (1) compliance with governing and regulatory requirements; (2) compliance with personnel policies and labor rules; (3) conformance with organizational business practices; and (4) the need to balance all activities with a commitment to minimizing costs. How much the manager departs from the status quo (e.g., to improve efficiency) depends largely on the amount of risk he or she is willing to assume.  At the heart of all efficiency #management activities is the focus on optimizing resource allocation and consumables consumption. The following general elements govern efficiency at a facility: Individual performance—An employee’s ability or treatment process to perform as efficiently as possible affects overall efficiency at the utility (Figure). In the case of an individual employee who does not have the appropriate tools oris not properly trained, the time required to complete a task satisfactorily will most likely be extended. As a result, labor effort to conduct work (e.g., labor costs) will increase. Accordingly, the performance of a single individual can have a direct impact on the cost efficiency of the work unit, the facility, and the organization as a whole. Similarly, a treatment process that is not operating efficiently can substantially affect the performance and efficiency of downstream processes and incur other costs such as increased energy or chemical dosages. Effective #personnelmanagement is the key to successful operation of a wastewater facility and the manager’s primary role centers around people, whether through delegation, motivation, direction, evaluation, or training. For all except small plants, the manager must depend on his or her staff to accomplish the activities necessary to meet the plant’s mission. Therefore, to be effective, a manager must master and be comfortable with employee relations and their many facets. These begin with recruiting people who can be trained and motivated, and include development, motivation, evaluation, and discipline .
