Excited to present on behalf of Cohousing Australia at the Planning Institute Australia Congress on 24 May, Cohousing refers to a community of people who intentionally live together and share some resources, while also maintaining independent lives. It has the ability to not only provide for greater housing diversity but also to deliver more affordable options in a manner that creates livable neighbourhoods, and sustainable and resilient communities. The market failure of current housing delivery options is not only denying property ownership for an increasing section of the population, but also is not delivering the neighbourhood character, community, wellness and livability outcomes being sought by the wider community. While Cohousing projects tick all the boxes for the strategic planning objectives of local government planning schemes (Built form for Health and Wellbeing, creating resilient communities to respond to climate change, addressing social isolation, providing more diverse and affordable housing options, supporting reducing environmental footprints, living in intergenerational communities). The presentation will use examples to illustrate that while citizen-led housing can respond to these outcomes, planning permit processes taking reductionist, and narrowly applying planning controls are frustrating achieving these outcomes. Highlighted will be the types of problems and frustrations faced by innovative developments. The presentation will point to how planners and planning processes can take more proactive, integrated and facilitative approaches. Reflections on the Tragic Crowd Crush Incident in Ibadan My heart goes out to the families of the 35 children who lost their lives during the recent fun fair in Ibadan, Oyo State. This heartbreaking incident underscores the critical need for effective crowd management at public events, especially those involving vulnerable populations such as children. As investigations continue, I would like to highlight some key considerations for preventing such tragedies in the future. Before I proceed, a recent study of many similar crowd incidents in the past has shown that underlying causes centre around venue design, information, and management. Also, incidents were observed mostly during ingress, circulation, and egress. Given these outcomes, my take is as follows: 1. Venue Assessment: Was the school venue comprehensively assessed before the event? Understanding the layout and capacity is essential for ensuring safety. 2. Information Dissemination: What information was communicated to the public? Clear and sufficient safety guidelines are crucial for attendee awareness. 3. Event Location: Could this event have been distributed across multiple locations to better manage the anticipated crowd size? Spreading out activities can help reduce congestion. 4. Crowd Control Measures: Beyond deploying law enforcement, what specific crowd control strategies were in place to ensure smooth flow and effective queuing? Proper planning in this area is vital. 5. Crowd Demographics/Profile: The demographics of attendees should have been a significant factor in the planning phase. The event was free, attracting many financially poor children and their families, which necessitated comprehensive safety measures. As a crowd management professional, I advocate for a proactive approach to event planning that prioritises safety and well-being.
