Rather than contracting us to write reports, assessments, analysis partners could spend a fraction of the funds contracting us to come together and identify these kinds of solutions - including use of country and topic trust funds, investing in the power of Pacific relationships, networks and emerging leaders to drive their own agendas and solutions, massively disrupting the risk aversion to information sharing across development partners, mentoring and coaching, getting rid of the endless focus on short term projects to long term investment in the fundamentals (leadership, information and knowledge management and brokering, analytical tools, communication skills, relationship management, business planning and investment).....and lots more that is ripe for disruption.... I have often shared this rant so some of you know how strongly I feel about it - the issue of billions being allocated to the Pacific Island economies to tackle its vulnerabilities but not keeping account of how much trickles down to the actual people and projects facing those social and environmental realities as opposed to what gets leaked into layers of agencies themselves. Sharing my perspective through this publication with Lowy Institute's The Interpreter. I hope these conversations can help transform the way capital is mobilised going forward or the Pacific won't have much to show for it in the coming years. 🥲 Imagine building resilience against climate change without empowering 50% of the population. That’s what happens when gender isn't factored into climate finance decisions. Between 2010 and 2019, gender-responsive climate finance for Africa grew from $80 million to $1.6 billion. Yet, over 75% of climate development finance still fails to consider women's needs. This oversight not only exacerbates existing inequalities but also weakens our climate solutions. I'm excited to share critical insights on the Asian Development Bank's (ADB) revised Environmental and Social Framework (ESF), set for Board consideration in late November 2024. This framework is pivotal for social specialists and stakeholders in sustainable development globally. Key Highlights and Insights on the Revised ESF: 1. Comprehensive Approach: The ESF now includes ten Environmental and Social Standards (ESS), covering crucial areas like labor conditions, biodiversity conservation, and climate change. This holistic approach aims to address interconnected development challenges. 2. Enhanced Stakeholder Engagement: ADB has prioritized robust consultations, ensuring diverse perspectives shape the framework. However, some civil society organizations argue for even stronger incorporation of community feedback. 3. Transparency and Accountability: The revised framework strives to provide clearer guidelines, though concerns remain about potentially ambiguous language that could affect implementation. 4. Gender and Rights Focus: There's a renewed commitment to gender considerations and community rights. Yet, some critics argue for more binding language to ensure gender safeguarding throughout the project cycle. 5. Mitigation Hierarchy: This new approach prioritizes avoiding harm to communities and environments. However, its effectiveness will depend on clear definitions and rigorous implementation. 6. Digital Risks: The ESF now includes provisions on digital risks, reflecting the growing importance of technology in development projects. 7. New Risk Classification System: ADB introduces an integrated approach to risk classification, moving away from separate classifications for environment, resettlement, and Indigenous Peoples. While the revised ESF demonstrates ADB's commitment to sustainability and social responsibility, it's crucial to critically engage with these changes.
