🚨 Breaking News Update: MCR Oil Tools LLC Receives PHMSA (Pipeline Hazardous Material Safety Administration) Confirmation on Non-Explosive status of its RCT Tool as shipped. 🚨 We are pleased to announce that MCR Oil Tools has received official confirmation in the form of a letter from William S. Schoonover Associate Administrator of PHMSA an agency within the U.S. Department of Transportation, declaring our disassembled Radial Cutting Torch (RCT) can ship as non-explosive. Earlier this year, in May, we shared the ruling from the U.S. Court of Appeals for the Fifth Circuit, which found that PHMSA had acted arbitrarily and capriciously in its attempts to prevent MCR from transporting our disassembled cutting torch containing thermite. With the Fifth Circuit's ruling in our favor, PHMSA has confirmed that it will regulate MCR’s disassembled tools containing MCR’s proprietary B15 thermite mix as a non-explosive. We take immense pride in our spotless safety record and our innovative solutions that help E&P companies reduce costs and emissions. The Radial Cutting Torch has proven to be most effective pipe recovery tool available; additionally, this confirms that as a non-explosive radio safe tool it is also the safest on the market. On March 22, 2023, there was a massive explosion and fire at the INEOS chemical plant in Pasadena, Texas. The incident was described as a "bleve explosion", which involves over-the-road tanker trucks. According to reports, a tanker filled with liquid petroleum gas was transferring the chemical to a storage tank through a hose. During the process, something went wrong, leading to the explosion. The fire outside of a tank containing liquid petroleum gas caused the liquid inside the tank to boil, eventually causing a Boiling Liquid Expanding Vapor Explosion (BLEVE). The explosion at the INEOS Phenol plant in Pasadena occurred when a hose disconnected between a tank trailer and the facility, releasing flammable vapors. This unintentional release of liquid petroleum gas from the trailer led to the explosion. Potential causes of a hose and tank trailer disconnection at a chemical plant include human error, equipment failure, pressure surges, environmental conditions, lack of maintenance, improper installation, chemical exposure, and external interference. One of the best safety channels that I have encountered,the USCSB explore many case studies involving chemical safety, process safety, control of hazardous energy, and confined spaces. In this case, the employee failed to wear his personal hydrogen sulfide monitor, utilize appropriate lockout tag out procedures, and recognize the possible safety implications from a pump malfunction alarm. The employer failed to have adequate safety practices, such as, written lockout tagout procedure, hydrogen sulfide monitoring, and work site security in effect at the time of the incident. Hydrogen Sulfide is colorless, has an odor of rotten eggs, flammable, corrosive, and immediately threatening to life at 100ppm.
