The Council of Europe Framework Convention on Artificial Intelligence, human rights, democracy, and the rule of law marks the FIRST INTERNATIONAL treaty of its kind with legal binding power. 😀 To effectively govern AI now and in the future, our societies must establish a comprehensive array of technical, legal, and socio-cultural standards that are suitable for AI's diverse applications across different societal and economic contexts worldwide.🌎 Thus, the Framework Convention is NOT A STAND ALIONE INSTRUMENT but a significant milestone in crafting a governance framework for AI. This ensures that everyone in our societies can reap the benefits of AI systems, contributing to innovative societies and economies, while upholding and reinforcing the protections for human rights, democracy, and the rule of law. Adopted on 17 May 2024 by the Committee of Ministers of the Council of Europe, it will be open for signature in Lithuania on 5 September 2024. Its goal is to guarantee that all activities in the AI systems lifecycle align with human rights, democracy, and the rule of law, fostering technological advancement and innovation.🫂 The Framework Convention is designed to be timeless; the Framework Convention does not govern technology and remains fundamentally technology neutral. #AI #TheCouncilofEurope #Humanrights

🌍 *Global Collaboration for AI Regulation: A Necessary Step Forward:* The signing of the *first international treaty on artificial intelligence, including participation from the UK, EU, US, and Israel,* is a landmark moment in ensuring that AI development and deployment aligns with fundamental human rights, democracy, and the rule of law. The Council of Europe's Framework Convention on Artificial Intelligence, which I am thrilled to support, sets a new standard for how we harness AI technology responsibly and ethically. As an advocate for technological innovation within higher education and a commitment to responsible AI, I believe this international collaboration is crucial. AI has the potential to transform industries and enhance public services, but it must do so without compromising human dignity or rights. Protecting Human Dignity in the Age of AI: One of the most important aspects of this treaty is the focus on *human dignity.* As AI systems increasingly influence decisions in sectors such as healthcare, education, and justice, it is essential that these technologies uphold the intrinsic value of every individual. AI must empower, not diminish, our human capacities and freedoms. We must ensure that AI is used to complement human decision-making, not replace the respect and dignity every person deserves. Key elements of the treaty include: +Protection of Personal Data: AI systems must respect individual privacy and data rights. +Non-Discrimination: Safeguards to prevent the use of biased data in AI decision-making. +Human Dignity: Ensuring AI respects human autonomy and dignity at all stages of development. +Transparency: Making AI decisions and processes clear and understandable. Oversight and Accountability: Clear mechanisms to hold those responsible for AI impacts accountable. +Accessibility of Remedies: Enabling individuals to challenge decisions made by AI systems. +Encouraging Innovation: Fostering AI innovation in safe, supervised environments. This treaty represents a significant step toward building trust in AI while promoting responsible innovation.
