Place-based approaches have received a lot of interest of late. In fact, they’ve received a lot of interest for an extended period. However, the story about how and where place-based approaches should be used, and what evidence there is of their impact, can be misinterpreted. Here is how I explain the place for place. I've written a short post here about it here: https://lnkd.in/grJYg-fk A snapshot of the main points are below: ◾ Place-based programs are the best way of doing things where they work - Place-based programs require a very specific mix of conditions to be successful. These conditions are better "found" than “constructed.” But we can make them easier to find. ◾ Place-based programs do not deliver system-level outcomes, they deliver person-level outcomes - Place-based programs are context and circumstance-based and often operate below levels of statistical data. Evidence of impact and learning remains important. But we need to find new ways of communicating this to decision-makers. ◾ Universal services are the main game, but they shouldn’t constrain people working in place - Effective universal services are more important than place-based programs. But they shouldn’t work against place-based work succeeding, where this work can be a strong and necessary complement. Unfortunately, this is often the case. ◾ Place-based principes and capabilities can scale into other work -Building and enabling place-based programs can foster the kinds of thinking and behaviour that supports better government services. These factors including being inclusive, more participatory, sharing power, supporting self-determination, being collaborative, iterative and constantly learning. Although some of these points might seem a little provactive, I'm very keen to see the place-based programs to expand and succeed. It's just that decision-makers and practitioners need to have balanced expectations about what is involved and how the impacts are realised and communicated.
