A recent Berkeley Lab study of more than 100 million US workers across 23 states found that the benefits of large-scale wind projects on local employment are much higher and longer lasting than previously thought! The study found clear evidence of increases in employment and earnings within 20 miles of existing wind projects, beginning during construction and continuing for several years after. Black workers and those without a high school diploma saw outsized gains in income and employment over other workers near wind projects. Wind works for American workers. The “Excellent” Positive news: Amercian industry has a plan already underway, for “our” future. Whomever wins the Presidential Election, and controls “our” Congress that ship has sailed, and “we” are headed in a clear fresh positive direction. “Three bills passed by Congress under _____ and ______ – the Infrastructure Investment and Jobs Act, the Inflation Reduction Act and the CHIPS and Science Act – have transformed U.S. energy policy. The three bills allocated hundreds of billions of dollars for building infrastructure, providing incentives for clean energy manufacturing and purchases, and funding clean energy research”. “None of these measures is likely to be completely overturned, since each funds numerous projects in red states. But implementation by the next administration will determine how effectively they stimulate clean energy growth.” (The Conversation Daniel Cohan, Professor of Civil and Environmental Engineering, Rice University, September 30, 2024) The irony in this scenario: Many people that refuse to acknowledge “our” economy as growing and the improvements are underway helping them move into “our” modern society are reaping major benefits from the above ground-breaking legislation.

Don’t San Francisco–ize Clean Energy One great paradox of our time is that to limit humanity’s harms to the planet, we must decarbonize the economy; but to decarbonize the economy, we must build tons of new stuff: wind farms, solar fields, geothermal wells, and above all electricity-transmission lines. Last month, a broad coalition of congressional Democrats released their vision for how to do this. Their bill, the Clean Electricity and Transmission Acceleration Act, includes many good ideas, such as clarifying the federal government’s authority to approve interstate transmission lines, requiring public utilities to account for the “social cost of carbon” in setting rates, and addressing a shortage of electrical transformers. But then the bill undermines itself by setting up a succession of legal obstacles. This will allow NIMBY neighbors, fossil-fuel front groups, and other opponents of vital infrastructure to drag out the permitting process for years by concocting one procedural objection after another.Many environmentalists, civic groups, and sympathetic lawmakers fail to recognize that demanding too much community input and legal review has a downside. But the consequences are evident in San Francisco, where, as The New York Times recently noted, getting permission to build new housing takes more than 1,100 days on average, and the city government has failed for years to navigate its own process for installing a single public toilet. In addressing the climate crisis, the U.S. does not have the luxury of time.

We identify an important role for RESPs in supporting local energy planning – developing common modelling assumptions and open-source geospatial tools, as well as providing technical support.
