Bahamas 🇧🇸 continues to lead with respect to providing regulatory clarity for #digitalassets in the Caribbean with the passage of DARE Act 2024. Regulatory clarity is a boon for the exploration of innovation while still managing risk. Comparatively in the region, regulators in Trinidad and Tobago 🇹🇹 held a public forum on topic of treatment of #virtualasset and #cryptocurrency in Sept 2023 while July 2023 International Monetary Fund technical assistance report recommends impact assessment for legal/regulatory provisions for #crypto assets. Also commenced is National Risk Assessment into #VA and #VASP Eastern Caribbean states have all adopted legislation and regulation based on a template introduced by the Eastern Caribbean Central Bank calling for registration or licensing of VASPs 🇬🇩🇱🇨🇰🇳🇻🇨🇩🇲🇦🇬🇦🇮🇲🇸 In Guyana 🇬🇾 via the Compliance Commission Act 2023 there are provisions effectively banning virtual assets until 2025. Belize 🇧🇿 has similar provision. In consideration of protection for illlcit use of virtual assets #Caribbean regulators should consider: ➡️ Increased and continued surveillance ➡️Additional human resources, financial resources and capacity building is a requirement for supervisory authorities to carry out their respective mandate with respect to supervision and monitoring of the emerging VASP sector. ➡️ Consider #blockchain analytics using multiple tools and OSINT techniques ➡️ The technical requirements of implementing #FATF recommendations need to be considered e.g. #travelrule. ➡️ Information sharing and collaboration ➡️ Consider leveraging technical expertise via consultants.
