I have sat in on a number of government working groups discussing what is called the Spectrum Professional Workforce Development. The DOD has been conducting this and it is interesting the data they have been collecting. All of this needed to implement plans for National Spectrum Superiority across all the agencies. What does this mean? Identifying key positions across commercial and government as a separate professional workforce with a defined career and education path. https://lnkd.in/eb3-vC2r NASA SPEARS is one of these agencies mentioned. the DOD amongst other agencies collaborate in their efforts. "The objectives of the SPEARS initiative are to safeguard NASA and U.S. spectrum-dependent technology innovations by attracting and training a future spectrum management workforce, as well as providing refresher and cross-functional training to existing spectrum experts. In addition, this initiative will provide NASA’s program and project managers with a basic understanding of spectrum processes and the need for early engagement between spectrum management personnel and NASA programs and projects. SPEARS will also provide a means to institutionalize closer collaboration with our domestic and international space and spectrum policy partners. Update: it's now been over a week without Internet. The "who's to blame?" question is rather complex with the insane amounts of parties involved. Here is my current ranking: 1: Primary culprit: #KPN: - The cable was broken during work they commisioned. - They decided to abolish all their own skilled network crew and replace them with low cost foreign contractors. - They flatout refuse to coordinate with other fiber networks and instead chose to open up our pavements a second time with the risk of disruptions like these. - They ignored the agrement to escalate disruptions to ODF twice: once after I spoke to the crew that broke the connection and once after I filed a complaint on their website. - They chose to cancel XS4ALL. I would have been a happy client otherwise. 2: The Bulgarian digging crew. They did cause the actual disruption. I'm sure they didn't do it on purpose. Still, they should have reported it to KPN so they could escalate to ODF asap. 3: Open Dutch Fiber (ODF). Their process is unacceptably slow. If the ISP reports a disruption it typically takes them 2-3 days before actual engineers are aware. 4: The Haarlem municipality They provided the digging permit to KPN. They should have limited the fiber deployment to a single one. Force these competitors to coordinate the laying of their cables and only allow a single street digging operation once every decade or so. That would have caused less disruption on and under the streets and would provide actual competition. 5: BAM Telecom The engineering company that manages disruptions on the ODF network. They're just a subcontractor trying to keep up with all the unforseen disruptions. It appears they are struggling due to capacity limits. With the current workforce shortages that's understandable. 6: Freedom Internet Least to blame for all of this. They have a small but resourceful staff thats doing amazing work. They don't own the networks they provide their services on so they're forced to watch all of this mess from a distance and hope their reports to the network owners will resolve issues. While being disconnected is annoying as hell, I'm still one of their most loyal fans.

I am so happy to see the Federal Communications Commission's new poles process is in effect. INCOMPAS and its members support this effort to bring affordable, competitive broadband to everyone in the U.S. Below is the new landing page the FCC published. It states: The Commission is unwaveringly committed to ensuring that there is meaningful, nationwide access to broadband, which has become a necessity of modern life. Consumers depend on fixed and mobile broadband networks for work, healthcare services, education, and social activities. Through the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58, 135 Stat. 429 (2021), among other federal and state programs, more funding than ever is available to build the necessary infrastructure to bring much-needed broadband services to unserved and underserved areas in the United States. Key to these broadband projects are the utility poles that support the wires and the wireless equipment carrying broadband to American homes and businesses. In December 2023, the Commission took steps to speed broadband deployment by making the pole attachment process faster, more transparent, and more cost effective.  See Accelerating Wireline Broadband Deployment by Removing Barriers to Infrastructure Investment, WC Docket No. 17-84, FCC 23-109 (rel. Dec. 15, 2023). Among those measures was establishment of the Rapid Broadband Assessment Team (RBAT)—an intra-agency group with expertise in the Commission’s pole attachment rules and orders under 47 U.S.C. § 224. The RBAT’s mandate is to “prioritize and expedite the resolution of pole attachment disputes that are alleged to impede or delay the deployment of broadband facilities and to provide coordinated review and assessment of such disputes.”  See 47 CFR § 1.1415. Specifically, the RBAT expedites the resolution of disputes by swiftly engaging key stakeholders, gathering relevant information, and distilling issues in dispute. The RBAT provides guidance and advice to the parties on the most effective means of resolving their dispute, including RBAT-supervised mediation. The RBAT also has discretion to decide whether a complaint (or portion of a complaint) is suitable for inclusion on the Commission’s Accelerated Docket based on consideration of specified criteria. Parties seeking to request RBAT review and assessment of a pole attachment dispute that is impeding or delaying the deployment of a broadband facilities project should first contact the Chief of the Enforcement Bureau’s Market Disputes Resolution Division (MDRD) by phone (202.418.7330) and in writing (EBMDRD.Division@fcc.gov). The MDRD Chief will then direct the party to instructions for completing and submitting FCC Form 5653 (FCC-5653 Request for Review and Assessment Form). Telecommunication infrastructure is provided through public and also private properties. It is seen that the Rules are designed to ensure a more efficient and transparent process. Let us hope that the Rules will address the concerns related to public safety, property rights and operational standards. To my mind, two key provisions are important - that the facility provider should restore the property if case of damage or pay compensation.
