The Portuguese budget season is over. The national Parliamentary Budget Office produced five more fiscal analyses. Report No. 17/2024, of 14 November, is a revised and enlarged version of the preliminary analysis of the draft budget for 2015 put forward by the Government and documented in my last LinkedIn post. The Members of Parliament submitted 2162 Amendment Proposals (AP) to the budget bill, of which 248 were approved—see chart. No fiscal impact forecast accompanied any proposal. Upon request by the Budget Committee, UTAO assessed six APs, whose analyses were published in four reports released on the 24th, 25th and 27th of November 2014. -Final appraisal of the draft budget for 2025 (UTAO Report No. 17/2024): https://lnkd.in/ddgRU3Un -Expected budget balance impact of four Amendment Proposals (UTAO Reports Numbers 18 to 21/2024): https://lnkd.in/d8_mnACE #utao #pbo #budget #baleiras #costing

This is an alarming lack of transparency, down from an already low level of 23% in 2021. "CNI and SEJON's 'Budget Watch' report has uncovered significant shortfalls in the implementation of Nepal's 2023/24 budget. Chief Secretary Leela Devi Gadtaula emphasized the need for greater responsibility and accountability among thematic ministries to ensure effective budget execution. With only 18 out of 73 points fully implemented, the report calls for urgent action to achieve the government's economic goals. #BudgetWatch #NepalEconomy #GovernmentAccountability #Leadership #CNI #SEJON" The 'Budget Watch' report prepared by the Confederation of Nepalese Industries (CNI) and the Society of Economic Journalists-Nepal (SEJON) has revealed a largely dismal implementation of the 73 points related to the private sector and economy included in the fiscal year 2023/24 budget. According to the report, only 18 of the 73 points were fully implemented, while 51 points saw partial enforcement, and four points were not implemented at all. The findings highlight significant gaps in the execution of budgetary provisions aimed at bolstering the private sector and the economy. Speaking during the launch of the report, Chief Secretary Leela Devi Gadtaula emphasized the need for greater responsibility and accountability among thematic and subordinate ministries in implementing the government's annual budget. Gadtaula noted that the current administration is actively preparing a list of new initiatives and programs aimed at effectively executing the budget. "The incumbent government is preparing action plans to be executed within 100 days. It is crucial to set priorities and ensure that they are given the necessary impetus for implementation," asserted Chief Secretary Gadtaula. She further added that the desired outcomes are more likely to be achieved when concerned ministries and agencies work diligently and remain accountable for the implementation of budgetary issues. The 'Budget Watch' report serves as a critical evaluation of the government's budget execution, calling attention to the need for more effective measures to achieve the desired economic outcomes.
