Ended up ditching the wheel colliders in Unity. Wheel colliders are great but i realized that in order for them to work there needs to be code that alters the wheels forward friction,damper and sideways friction dynamically based on factors like vehicle weight, turning circle and wheel position not to mention it doesn't work with physmats so you have to adjust those forward and sideways friction values in a custom script for every surface and vehicle. Too complicated for whats required. Used AddForce for torque and AddForceAtPosition for steering instead. Not realistic but fun enough plus you can do burnouts. AddForceAtPosition pushes on each wheel individually that are marked as 'steer' so it looks like the vehicle is turning. Also used a shader that hooks into the vehicle that moves to give the illusion of wheels moving its not perfect but a start. Might implement spring for wheels as physics but everything else can be controlled by animation. Also replacing the PID system with node navigation for ground vehicles, its less taxing on performance and i wont need vehicle barriers.
