You can't measure planning success by how long it takes to get a decision. We want beauty but we also want quick decisions. Our very important consultees need the support as much as the local authorities determining the applications, maybe we should look at these first before finding more sticks to beat us with? So with this you are going to get: - More refusals putting pressure on PINS - Rushed decisions not creating the quality development - Pressured working environments making teams even more stretched and not the best places to work - Arguments and difficult conversations with agencies if they are causing the potential for local authorities to lose even more money Or am I wrong? As ever, happy to be put right if someone disagrees...

There is still time to comment future government energy targets. For anyone who still wants to contribute to it, the “Future Homes and Buildings Standards Consultation” deadline is today! I have personally commented on a number of issues, these included fundamental things such as the appropriateness of where SAP for apartment blocks and how a building wide model approach would be more appropriate (similar to non-domestic). I also expressed my views on the conflicting issues with glass solar gain (G-Value). i.e. conflicting promotion of solar gain to avoid using heating equipment vs avoiding solar gain to avoid overheating. We transportation geeks are not well known for our sense of humor, much like Tommy Lee Jones in "Men in Black" impersonating an FBI agent, "We at the FBI do not have a sense of humor we're aware of." Turns out there is a small conflict about use of humor in safety messages in variable message signs (VMS). Allison Poole at The Wall Street Journal wrote last week about provisions deep within the recently announced revised Manual of Uniform Traffic Control Devices by the Federal Highway Administration that tap the brakes on use of humor in VMS content. State DOTs are taking the MUTCD restrictions under advisement. Delaware DOT responded "our position is that the messaging we use has a safety theme and therefore is appropriate for use." (https://lnkd.in/gJgMErX7). From Minnesota: “MnDOT is aware of the new federal guidelines and we do not anticipate they will change the way MnDOT shares creative highway safety messages with the public that helps improve safety on our Minnesota roadways.” (https://lnkd.in/gP779ZYN). The WSJ story mentioned two studies with different views on the effectiveness of such humor. Virginia Tech professor Tripp Shealy studied the matter (https://lnkd.in/gptPgCjD) and reacted to humor in VMS content to the WSJ, “My recommendation would be that they’re useful, and humor should be allowed, from what we studied.” My colleagues at the Texas A&M Transportation Institute found that the humor didn't really help convey messages to change safety behavior and doesn't recommend them (https://lnkd.in/gE7pnd3G). So in the meantime the use of signs like "Use yah blinkah" in MA or “Use headlights like Rudolph uses his red nose” in AZ may or may not continue. #federalgovernment #trafficsafety #trafficsigns #mutcd
