While the local content legislation has paved the way for Guyanese companies to be given first preference in the provision of key services such as catering and ground transportation, it also allows for opportunities in the sophisticated or technical aspects of the industry. According to the law, Guyanese must also be considered for some structural fabrication, which may include works needed for Guyana’s floating production, storage, and offloading (FPSO) vessels. In fact, Guyanese are already being considered for work on Uaru and Whiptail–the two largest oil projects in the ExxonMobil-led Stabroek Block. Read more here: https://lnkd.in/gaCdVURQ

Guyana Vice President Bharrat Jagdeo has indicated that ExxonMobil’s Whiptail project, set to produce 250,000 barrels of oil per day (bpd), is on track for approval in the first quarter of 2024. Responding to inquiries about the approval’s Q1 timeline, Jagdeo stated, “On Whiptail… yes,” but he could not be more specific. ExxonMobil submitted its field development plan (FDP) for the Whiptail project last year, as confirmed by ExxonMobil Guyana President Alistair Routledge. The company had also prior submitted an environmental impact assessment (EIA) to the Environmental Protection Agency (EPA). ExxonMobil’s plan with the Whiptail project is to harness a substantial daily oil production capacity of 250,000 barrels per day (bpd) using a floating production, storage, and offloading (FPSO) vessel named Jaguar, expected to be delivered by SBM Offshore. The initial contention involved a potential $5 billion environmental fine imposed by Kazakhstan, accusing the North Caspian Operating Company (NCOC) of excessive #sulfur storage at Kashagan. However, following a legal victory for the oil majors, a draft settlement has been prepared. This agreement will avert the environmental penalty and includes a commitment of $110 million from the companies for social projects in Kazakhstan over the next two years. Additionally, the companies will work to reduce sulfur storage in the field. This development comes amidst separate arbitration over disputed costs at Kashagan and ahead of Kazakhstan President Kassym-Jomart Tokayev’s visit to Italy for investment discussions. The newly commissioned capping stack, stationed at OSRL’s Guyana Shore Base Inc. (GYSBI), is one of six provided by #OSRL to the industry and one of only two in Latin America. The capping stack is part of a newly established Guyana regional capping stack service, which OSRL members can subscribe to cover their operations in the region. Capping stacks are regarded by the oil and gas industry as essential safety features. Their arrival would be key to secure the integrity of offshore drilling operations, given their ability to control and clip the flow of hydrocarbons in a blowout.
