The Dali bridge crash immediately impacted land and sea transport for the Port of Baltimore, quickly radiating outward to affect businesses at every level. Three critical areas of note in this discussion are event response, scene management and leadership and resource application to the scene.
1) Response - Commonly events of this magnitude initially involve joint operations by first responder agencies such as Police, Fire, Medic, the US Coast Guard and Local or State Departments of Transportation. The National Incident Command System (ICS) is a standardized approach to coordinating this response and ensures that a plan is put in place, a chain of command-and-responsibility is established and that logistically, resources are quickly identified, implemented and controlled to meet the objectives. In this case, safety is paramount; securing the ship, the wreckage of the bridge and human lives come first.
2) Leadership - This event grabbed national headlines and brought many experts, department heads and leaders to the site and to the eyes of media consumers. But who really is in charge? The City of Baltimore was not alone in being affected; international trade has suffered across industries from automotive manufacturing to energy. ICS is designed to establish a unified response that eliminates duplication of effort and clear leadership and responsibility. Has this been done in Baltimore?
3) Resources - Thankfully due to quick actions by Harbor Pilots, DOT and Police personnel, casualties were limited to the unfortunate and helpless road repair team on the bridge. Rescue operations were adequate and responded immediately to the scene but tragically could not help those who had perished. In lieu of the investigation to determine what had occurred, the pressing and immediate issue was to determine two things: how do we route land traffic that used the now-destroyed bridge, and how do we remove the debris that had stopped all traffic in and out of the harbor?
