Have you ever waited a long time for a repair from your landlord? In a paper recently published at City & Community, I use national data from the American Housing Survey (AHS) to examine how major maintenance delays are patterned across US renters. Maintenance delays turn acute problems (like leaking plumbing, faulty appliances, or broken flooring) into chronic stressors and increase exposure to physical hazards in homes. I find that Hispanic and Black renters are more likely than non-Hispanic white renters to experience maintenance delays, overall. Black renters are more likely than non-Hispanic white renters to experience maintenance delays, even when sharing similar demographic, building, unit, and neighborhood characteristics. "Next you attend a city-council meeting, where you’re No. 3 on the agenda. You wait your turn for hours, thinking, Who could possibly have time for this? while listening to people who claim to be your neighbors—you don’t recognize them—complain about bike lanes. Finally, you’re up, and you get a question about parking availability. You tell the council that your father is going to share your car, and that you already have a two-car driveway and a garage. You’re then peppered with questions about whether the structure will cast shadows on your neighbors’ property, whether you intend to rent out the unit someday, whether you’ve looked into potential environmental damage to your lawn, whether you promise to respect the historic integrity of the neighborhood. Someone makes a comment about 'out-of-towners' with their big money coming and driving up the prices. But then the meeting is over, and you hope that’s the last of it." In 2019 the Oregon legislature passed House Bill 2001 also known as the “Middle Housing Bill”. This allows “Middle housing” – including duplexes, triplexes, quadplexes, townhomes, and cottage clusters – to be built within single-family zones. This means that it is entirely possible that in south Oregon we could see a 4-plex going in where a 1960s house one stood….. As with any Federal, State, or local law, there are winners and losers. The biggest loser will be neighborhood aesthetics. Even with market demand, it will be pretty hard to watch a 3-story townhouse going in where a 1-story house previously was. The biggest winners will be our kids and grandkids who need affordable housing of their own. Also by building housing within the city, we have less need to chop down hazelnut orchards to expand our city's boundaries. How will this affect Oregon?? It is way too early to know for sure. Oregon was the first state to adopt these middle housing rules, and it will be 5, 10, or even 20 years before we start to fully understand the secondary impacts. What have we become. I know we have discussed home sharing, especially for students and people who are overhoused, but this is just unacceptable income grabbing, deplorable and shameful. "The right to housing is the economic, social and cultural right to adequate housing and shelter. It is recognized in some national constitutions and in the Universal Declaration of Human Rights and International Covenant on Economic, Social and Cultural Rights." International human rights law does not treat the right to housing as a mere policy goal or aspiration. It imposes serious obligations on governments to move toward the fulfillment of the right to housing “by all appropriate means” and applying “the maximum of available resources.” In other words, it requires governments to address inadequate housing and homelessness not just as policy issues but as human rights violations requiring urgent and concerted action. Governments must take action to stop these people who are violating the right to adequate housing for people who victimized by financial actors and our governments inaction on providing adequate, affordable and accessible housing to people for much too long. https://lnkd.in/gC2NAxzd
