⚡ REGISTERED ELECTRICAL CONTRACTORS: ⚡ when do you *really* need a Licensed Electrical Inspector? When can you get out of it? Good question! Unfortunately, there are almost as many answers as electricians themselves. So let's try to keep it simple: if you are replacing a main switchboard OR a tenancy switchboard (in a unit, flat, etc., as part of a larger multiple occupancy property), the entirety of that switchboard and its associated consumer mains/tenancy mains is prescribed work (including the final subcircuits, and any electrical accessories attached to the switchboard), and requires an inspector. We expect this to be the bulk of the non-renewable energy prescribed work carried out by electricians. But when else? * Work on any main earthing systems, like electrodes, main earthing conductors, etc. * Work on consumer mains or tenancy mains, including the main neutral, or main switches, * Work on any consumer mains hardware, such as point of attachment brackets, overhead boxes, meter panel fuses, etc. Electricity Safety (General) Regulations 2019 R. 249 deals with all the types of prescribed work in much greater detail. BUT: there is a very important exception listed under 249(4), in which the repair of a _single component part_ of an electrical installation, where such part is otherwise deemed to be prescribed, may be exempted from inspection. And here is where it gets thorny: does this mean one prescribed part, or one part of the whole electrical installation, prescribed or not? Our view as an REC, and as an LEI is this: that exemption is there for genuine emergency situations for one part of the entire installation. An REC may get a call-out in the middle of the night for a faulty main switch. The REC can change that main switch and certify it on a non-prescribed certificate, provided they mention R. 249(4) in the description of the work. But if the REC is called to install an induction cooktop circuit, and correctly realises that the main switch needs to be upgraded to a circuit breaker to protect the mains from overload (a common defect! Make sure you provide overcurrent protection to the consumer mains when increasing the load on the installation!), we would consider this to require inspection. In our opinion it is not captured by the intent of the 249(4) exemption, i.e. emergency situations, and should be inspected (it is what we have always done). In fact, it can be a great selling point: showing the customer your knowledge of the Regulations, and putting their safety first by calling an inspector, may help you stand out from the 'lowest price' cowboys. When you compete on something the cowboys can't provide - quality over price, safety, thoroughness and diligence - in our experience, price becomes a distant secondary consideration.
