"You're a long way from home. What are you doing in *insert state here* ?" We travel a lot, so we hear that question a lot, including today while recruiting at Joint Base Lewis-McChord in Tacoma, Washington. The answer to that question is always the same. "We are looking for future Arizona State Troopers... they just don't live in Arizona yet." There are great candidates all over the country. If we were to restrict our recruiting efforts to within Arizona's borders only, we would miss out on a lot of them. Motivated people move cross-country for great job opportunities in other industries all the time, so why would that be different when seeking a career with an elite law enforcement agency? The simple answer: It's not. A comprehensive recruiting plan is one that targets the best candidates, both in- and out-of-state.

No -- he doesn't. I reject this entire notion that a city manager must profess absolute devotion and loyalty to a city that can fire you on a whim. The City of Kansas City, MO needs to convince Brian Platt to stay long term. I don't know Platt, nor do I have any inside information. What I do know is that the City of Austin is going to be considered a top 5 destination for many city managers, if not the top destination. If you had an opportunity to play or coach for the Yankees... If you were being recruited by Google or Apple... ...of course you are going to consider it! There is no shame in testing the waters to see if the Austin opportunity might have been a realistic possibility. This is a resume capstone, if ever there was one. And frankly, there is no shame even if he was simply leveraging Austin to extract a stronger contract and better compensation in KC. This op-ed writer is seriously confused about the current market dynamics for city managers across the nation. It is thin. There is more demand for talented managers than there is supply -- for a variety of reasons. Mayor Bibb You know how proud I have been of you and your accomplishments as one of our sons in Cleveland. I am still proud of you. However, as One Man, I think you made a huge mistake in hiring Mr. McHugh. Hiring your friend gives the appearance that you showed favoritism in his hiring. As our leader, your role, again, in my opinion, should not be to hire your friends, especially if their hiring is not the best choice you could have made. Given his past work history, Mr. McHugh was not the best candidate for the job. You hiring him as Cleveland's safety advisor, gives the appearance of you placing your personal life over what is best for the city of Cleveland and its 1.7 million residents. Of that 1.7 million people in Cleveland, almost 50 percent are black. My concern is if you will betray us, for the lack of a better word, by hiring someone with Mr. McHugh's type of work history to our detriment, what else would you do as our leader that could negatively impact us? The last slap in the face, in my opinion, has been, despite city leaders speaking out for some explanation, to date, you have failed to give one. It is as if you are taking the stand this as my choice as mayor, whether people accept it or not. In my opinion, your choice of a safety advisor will overshadow anything else you do going forward as Mayor of Cleveland. This city is under a federal consent decree as a result of unfair practices and procedures by the police. Your choice for a safety advisor is, in my opinion, noting short of a dereliction of your responsibility to your job as mayor. Finally, I have to ask, what would your late dad, who was a police officer, or my late dad, who was a police officer, feel about what you have done? I can't speak for how your father would feel about it. However, my father would feel you have betrayed the people (black and white) that you swore to serve as the Mayor of Cleveland. I will not have any further comments about this sad turn of events. Again, I am just one man with one opinion. However, I can't help but think that your actions will impact your longevity as Cleveland's mayor. Finally, at the minimum, you owe the citizens some explanation for your actions. Perhaps, there is more to it than what is in the media. As one Man, I would like to hear your side as it relates to you hiring Mr. MxHugh. Peace A concerned Citizen

It shouldn’t take a year or more to hire or promote city employees. A year is too long for a resident to wait to begin their career with the city. A 22% vacancy rate is too high for our front-line city employees, like refuse haulers or police officers. We should be doing everything we can to get them the help they need to make our city cleaner and safer. The process should be simple and easy to understand. That’s why I’m proposing to modernize our city’s hiring process, cut red tape and bureaucracy, and establish new preferences that will provide local residents and students the opportunity to get a city job, with benefits and a union.
