the concept that not every delivery requires discovery entails that there are "obvious" prioritizations. For something not to be under scrutiny of the four risks mitigation (feasibility, usability, business viability and value desirability), there must exist the assumption that some decisions are void of risks, and that they guarantee success. how does that sound to you?
