Let me share my plan for growth with you, my fellow Ghanaians, as outlined in the Resetting Ghana Manifesto. We believe that implementing a 24-hour economy for business development and job creation can boost our economy and create prosperity for all Ghanaians. But this initiative is not my only plan. There is also the women’s development bank, the introduction of the national apprenticeship programme and the development of a $3bn digital technology industry in partnership with the private sector. The commitment to job creation is unwavering. Through an aggressive agriculture initiative, the FEED Ghana programme, and strategic investments in agriculture, manufacturing, and the creative economy, we are determined to stimulate growth and create sustainable jobs for our people. In his paper, Abderrafie Zaanoun, a visiting professor at the Faculty of Legal, Economic and Social Sciences of Tetouan, explores the ongoing changes in Morocco’s social protection system, particularly the introduction of the Unified Social Register (USR). This reform aims to address inequities exposed during the COVID-19 pandemic by improving the targeting of social assistance programs. Zaanoun highlights how previous methods often missed those most in need, while benefiting wealthier individuals. The USR seeks to correct this by using socio-economic data to ensure more accurate targeting. However, this approach brings its own challenges, including the risk of excluding vulnerable groups like informal workers, the elderly, and women, as well as potential technical errors and political manipulation. Drawing from international models, Zaanoun warns that moving from universal support to selective cash transfers could deepen social inequalities and erode purchasing power, especially with the removal of essential subsidies. He advocates for a more inclusive, rights-based system that balances technical efficiency with social justice, ensuring that no one is left behind in Morocco’s evolving social safety net. It's concerning to note that local NGOs and Civil Society Organizations in Papua New Guinea face significant challenges when it comes to securing funding from donor agencies. The stringent criteria require a high level of academic knowledge and experience to complete due diligence and submit successful concept proposals, making it difficult for emerging organizations to compete. Moreover, the equity contributions required by donors may not be applicable to local CBOs, which further limits their chances of success. It's disheartening to see that international NGOs are often awarded funding due to their track record of implementing successful projects and organizational capacity. To address this issue, there's an urgent need for organizational development in the country. Building the capacity of emerging, local, and national NGOs is essential for them to be successful in their bid for funding via their concept notes and full project proposal submissions to donors during calls for proposals.
