Yet another reason to make the case for funding affordable housing as infrastructure for the UK to benefit physical and mental health as well as homes and jobs. There is, for sure, a place for private sector partnerships, but to get close to the targets the public sector need to be building for themselves, ultimately it is the best value way of doing it.
The Architects’ Journal reflected last week on the continuing demise of Council's doing their own direct delivery of #Affordable #Housing, with Southwark Council being the latest to pivot to private sector development agreements, despite the Government's focus on delivering 1.5million new homes. #AA4AH's Luke Tozer contributed to the piece on his own reflections: ‘If a central London authority, in Zone 1 with high land values, can’t make it work, what hope is there for the rest of the country? The model is clearly broken. While we acknowledge the additional £500m for affordable housing delivery set out in the budget, until the new programme is announced. We want to focus on what next for the sector. At LivShare Housing and Consultancy we see this review and new programme as a chance to build a more viable, sustainable approach to supported housing delivery that genuinely supports those who need it most. Here’s what we’d like to see: 1) Bring Back the Move-On Fund: Lack of quality, affordable move-on options is a huge barrier to the sector doing more. Reinstating this fund could make it easier for people to transition into more independent living. 2) Design Programmes with Real Experience: To truly meet the needs of those we serve, programme designs should include input from people who’ve actually experienced housing need. Getting young voices in on “what good looks like” in supported housing is key. 3) Higher, Consistent Rates per Unit – Standardised higher rates across Homes England regions would cover the real costs of supported housing delivery. 4) Early Funding for Grants: Forward funding can really help small specialist providers through costly planning stages. We suggest early grant funding to ease financial strain when securing planning approvals. 5) Flexible Funding Criteria for Diverse Housing Models: Flexibility can support innovative, sustainable designs and construction systems 6) More Capital for Refurbishments and Retrofits: Older housing needs investment to meet today’s standards in accessibility, energy efficiency, and safety. 7) Greater clarity and encouragement to fund shared housing. New design code informed by young people with a lived experience These steps could drive real, lasting change, building resilience and opportunity for the sector. “Community-led housing achieves genuine affordability, reduces loneliness, strengthens social cohesion and public health, and tends to achieve high energy-efficiency standards” - Tom Chance, Chief Executive of the Community Land Trust Network (CLTN). In a recent article, Tom Chance makes the case for Community Land Trusts (CLTs) as a high-potential route to delivering the new affordable housing stock that the UK urgently needs. The CLTN, Confederation of Co-operative Housing and UK Cohousing Network have jointly developed a long-term strategy to scale the sector up. But it needs wider industry engagement and government support.
