Success on appeal tends to attract a lot of attention as appeal decisions are scoured for useful precedents but surely avoiding an appeal and securing a local consent is the bigger success. This particular local consent is the culmination of years of work by many parties. At committee and during public consultation the council couldn’t explain to the public why the site had been removed from the Green Belt and allocated for development for specialist housing for older people - perhaps a symptom of how long plan-making takes at present. It was because in Epping Forest as almost everywhere there’s a huge need for this type of development to provide greater choice to older people as they age and in particular as they enter a point in life where living independently without care and support becomes more challenging. It is also because this was the only site promoted for this use through the plan and that in turn is at least partly because the council hadn’t proactively sought sites to meet this need. Far too few local plans contain any specific allocations for specialist housing for older people. Many rely on large strategic sites to deliver a component of later living or care development without any real thought as to what that might be, when, how or even if it is likely to happen. The evidence is that relying on this route is very unlikely to be effective. Retirement and care housing has its own specific characteristics and challenges, different to those of mainstream housing. Housing with care, integrated retirement communities etc are operational endeavours not just development exercises. They require specialist skills and knowledge. I would urge local planning authorities to take far more proactive action to engage with those who actual deliver and run such operations in order to better inform plan-making so we might see more allocated sites, more local consents and fewer appeals in future.

Visibility and Impact: The new sign not only enhances the hub’s visibility but also symbolises the collective efforts towards sustainable living. Community Engagement: This project has been a fantastic opportunity to engage with local community members and contribute to a greener future.
