I was fortunate enough to attended the WSSCN yesterday with guests Jess Harper CEO of Disability Intermediaries Australia, Rebecca Koutsoukos from the NDIA and members of the WSSCN. Such an informative event and I’d love to share the key points to those of you who weren’t able to attend. - The Royal Commission recommends independence of Intermediary services, such as support coordination and plan management. This means companies that provide PM or SC services to a participant are discouraged to provide other services to the same participant; - Navigators are essentially an umbrella term for HLO, JLO, ELO, LAC, SC, PRC, & PM; - Proposed recommendations will take approximately 5 years & will include pilot programs; - Currently, they are just recommendations and there is a long way to go before implementation (IF they get implemented); - Plan Management is a legislative right for participants, however a financial risk assessment is required to mitigate risk; - Reasonable & Necessary criteria will potentially be determined at whole plan level, rather than individual supports. To appeal a decision, you are appealing the whole plan not the individual support item; - Registration process is changing; - Increased traffic to NCC resulting in substantial delays. Requests are being triaged based on individual circumstances; - Flexibility rules remain unchanged; - Choice and control rules still apply, important to remember participants have a right to C&C WITHIN operational guidelines.

If Baz Luhrmann and Bill Covers started talking, good things might happen. __ A Single Step with TGSIs Confuses it as a Stairway. — I once met project manager ‘Bill Covers’ (his real name has been changed for legal reasons). I was to present him with a custom product application of Tactile Ground Surface Indicators (TGSI) that l had designed for a government project. I recall Bill Covers’ gesture as we discussed the solution together. “WOW, these DTACs (TGSIs) are fantastic. It’s a shame that they’re for blind people. No one else will see them. Have you ever seen a (blind) person use these? They (persons with low vision) should stay at home and save everyone a lot of money! (us builders).” Bill Covers’ response was ‘astounding’ to me for four reasons: 1. His perspective was ignorant of people with low vision and how TGSIs are used. 2. The project specifications required him to have them installed according to Australian Standards and Regulations. 3. He asked for the TGSIs. 4. l thought we’d lost the work, given his expressed views. However, hours later, l received a works order to proceed. But this is where it began to get interesting. Six months later, we would remain unpaid for the custom and skilled work that our team did. When l went to call Bill Covers’, his phone was now disconnected. Who knows what happened to Bill Covers? In the end, after several letters of demand, we did get paid, and our custom TGSIs and their installation still function today some 20 years on for the ‘unseen’ people. *side story. I once met the writer, actor, filmmaker and director Baz Luhrmann, who requested a 30-minute Q&A on TGSIs and vision impairment. His genuine interest and curiosity displayed the kind of leadership that sort to understand and be of service. Thank you, Mr Luhrmann. So, I’ve learned this: If Baz Luhrmann and Bill Covers started talking, good things may happen. Until that moment occurs, we could behave more like Mr Luhrmann, acting with kindness, patience and generosity with the ‘Bill Covers’ we encounter where and when we can. Veterans have a right to request a “change of vendor” for disability examinations for any reason, especially when wrongdoing is suspected by the veteran. I recently requested to change vendors for a sinusitis exam because QTC was scheduling unqualified examiners, and I found out today that my claim was denied because the VBA didn’t receive the exam results. Here’s the response from the VA: “A VA examination was scheduled to determine the current level of disability; however, evidence expected from the examination, which might have been material to the outcome of this claim, could not be considered as it was canceled per your request. Therefore, this evaluation is based on the evidence of record, to include your service treatment records and VA treatment records.” I spoke with a VBA rep this afternoon and she confirmed that I did in fact request a change of vendor, and she also acknowledged that it was a mistake for the VBA to make a decision without the exam. Her only solution…I have to appeal the decision. This situation sums up the VBA adjudication “process” perfectly, as primary default for the VA is to cover up wrongdoing, not address it. There is zero accountability and the VBA’s only focus right now is closing claims to make the backlog numbers look better for the upcoming elections. Look at this masterpiece of bureaucratic brilliance, PACE & the #NDIS Bill. Supposed to be the knights in shining armor for disability support, instead seem to be more of a dragon breathing fire on the very principles they're meant to uphold. Like a bad GPS, Claiming they'll guiding you to independence, but really driving you straight into a ditch of control & surveillance. Reduced autonomy? Check. Increased administrative burdens?Absolutely. We’ve gone from #empowerment to "Big Brothers watching you," all in the name of efficiency. Anyone else see the irony here? We're stripping away choice & control, the very foundations of NDIS & UNCRPD. Like giving someone wings, then clipping them off because flight plans are too complicated. Behavioral nudging & social engineering – fancy terms for "we know what's best for you." The system pressures participants into decisions that are more about ticking boxes than meeting personal needs. Imagine needing a support system but ending up with a compliance checklist instead. Genuine choice & control? More like a theatrical performance where participants are merely following a script written by someone else. Vulnerability & dependency are the new norm. Who knew we needed more of that? The power imbalance is as subtle as a sledgehammer. Participants get a ‘reasonable & necessary budget’ aka "Here’s a one-size-fits-all plan". Decisions are centralized within NDIA & participants needs are just noise in the background. Tailored supports? Personalization? Those are relics of a bygone era, replaced by a budget-based framework that’s as personal as a canned email. For providers, PACE is the gift that keeps on taking. Simplified billing processes, they said. Reduced paperwork. In reality? Increased complexity & invasiveness that would make the tax code blush. Higher operational costs & financial risks? Absolutely. Integration challenges & system inaccuracies? You bet. Automation leading to overpayments & misuse? It's like setting up a buffet for errors & hoping no one eats too much. Gaps & Misalignment with Operational Needs. Rigidity & complexity are like shackles, binding providers to a framework that fails to understand the fluid nature of support needs. Operational & ethical gaps widen as the system's constraints clash with the reality of delivering personalized support. A misalignment of epic proportions. Promised flexibility & control but end up navigating a labyrinth of restrictions. PACE & the Bill flip the power dynamics, putting providers & NDIA in the driver’s seat while PWD are left clutching at straws. Billing & payments become a game of Monopoly with reduced participant approval needed. Efficiency & control are prioritized, transparency & accountability are thrown out the window, & ethical concerns? The uninvited guests at this dystopian party. It’s a tragic comedy of errors where foundational principles of NDIS are the punchline. If this is progress, I'd hate to see what regression looks like.

For many years, the Social Security Administration (SSA) denied disability applications by relying on outdated occupational information, resulting in frustration and unfair denials. Recently the SSA announced they've updated their occupations list by removing 127 obsolete job titles from consideration, thanks to recent attention and advocacy. Why does this matter?
