What are the statutory fees & infrastructural levy?: - Deed of Assignment Fee: For a transfer of the right, interest, title and ownership over an estate or land property from the previous owner to a new buyer, and recorded at the Land registry for public verification, and notification. - Survey Plan Fee: This is used for obtaining approval at the Surveyor-General's office and mapping out the territorial boundary and unique details of a portion of land paid for. This fee is remitted to the Government and it is fixed for different locations. - Development Levy: This fee is meant for provision and development of infrastructures within the estate in order to make it livable for its subscribers. According to LASG, 80% of Lekki buildings lack approval. Lagos State Commissioner for Physical Planning and Urban Development, Dr Oluyinka Olumide, revealed that over 80% of buildings in Ibeju Lekki lack approval. He cited the lack of approval as a result of the lack of planning information for agricultural land, which is often sold to families without proper planning for its intended use. The fence permit is crucial for determining the area's zoning, as it helps identify the intended purpose. Layout permits, which are costly, cannot be obtained if the area is not zoned for the intended purpose. Despite this, some individuals advertise without proper knowledge, leading to no approval or granting of individual permits, as explained by the commissioner. Octo5 Holdings Limited CEO, Jide Odusolu , claims that the Lekki Peninsula's masterplan was distorted post-2010 due to rapid development, with newer estates bypassing old regulations. The state government enforced the layout plans for large estates, but these plans became distorted with accelerated development. Odusolu expects investigations into developers like UPDC Plc., Trojan Estate, Aircom, Cityscape Residential, LLC, Howard Roarks, and Octo5 to reveal their spending on infrastructure without government support. The government's weaponized planning and titling for revenue has led to chaotic development in Lekki, Nigeria. Oyster & Co. Nigeria's Fame Managing Director, Femi Oyedele, argues that the planned city should be built by demolishing estates on arterial roads, such as the west and east arterial roads. The Lagos State Government has denied approving any of the buildings that were recently demolished in the state. The Commissioner for Physical Planning and Urban Development, Oluyinka Olumide, made this assertion during an interview on Channels Television’s Sunrise Daily program on Wednesday. Olumide stated that the demolished structures were not approved by any of the government agencies responsible for such matters. He emphasized that any building constructed without adhering to the law is subject to demolition. The commissioner challenged the owners of the demolished buildings in Ikota, Lekki, Alaba, Ajao Estate, Abule Ado, Ladipo Market, and other areas to present their building approvals. Sherry FitzGerald Research 📈👇 This report provides an overview of the key developments in the Irish development land market during 2023, with an outlook for 2024. Elevated building and construction cost inflation, rising borrowing costs and continued planning delays all culminated in below average transaction activity in the Irish development land market throughout 2023. That said, there was a notable uplift in the value of land transacted during the final three months of the year to reach €126 million for the quarter. For the year as a whole, the total value of development land turnover for the Greater Dublin Area (GDA including Dublin, Kildare, Meath and Wicklow), and the regional centres of Cork, Galway and Limerick stood at €372 million, the lowest level seen since records began in 2015.
