Canada’s emergency management system, by and large, has a bottom-up approach with the responsibility of responding to a disaster firmly placed in the hands of the local municipality and the traditional 9-1-1 emergency services. The provinces offer the coordination of provincial resources (HUSAR, EMAT, mass casualty teams, conditional disaster funding), and the federal government has the option of sending in the proverbial troops. Billions of dollars have been spent on response. However, there is a clear and significant need to invest in resilience. A disaster-resilient organization addresses risk through mitigation, prevention, preparedness, and business continuity management – in advance of response and recovery. The federal Emergency Act, and subsequent provincial emergency management legislation, loosely prescribe that government agencies, ministries, and municipalities develop an emergency management program, thus creating resilience – to a point. Critical infrastructure sectors (energy and utilities, finance, food, government, health, Information and Communication Technology, manufacturing, safety, transportation, water), primarily private or public businesses, have the aid of the federal government, but not the mandates required to ensure their resilience. Take one of Canada’s largest cellular providers which has failed twice within the past 2 years as an example. Not to mention how critical infrastructure relies on critical infrastructure. Are there requirements for continuity of operations to maintain these essential services? To ensure a disaster-resilient Canada, emergency [management] legislation must be modernized to mandate: * Robust mitigation and prevention methodologies that address today’s evolving threats, * The continuity of essential services provided by the Critical Infrastructure sector, and * Interoperability and coordination between all levels of government. For Your Continuity Preparedness.

We're six weeks into the new Emergency and Disaster Management Act here in BC and it seems like most emergency managers - regardless of their employer - are beginning to understand the requirements, and hopefully, the potential that this new legislation brings with it. I discussed the act with a provincial emergency manager and that person shared that the Act was brought forth in the spirit of cooperation and a recognition that emergency management in BC needs to move forward - and I think all of us are hopeful for improvements and agree that cooperation, collaboration and understanding will be key as we all move forward. As the year draws to a close - I have a few resolutions (or perhaps wishes) for the new year. Do you have any? ●       It’s great to see the rights of Indigenous peoples and First Nations take a more prominent role in the new legislation – but we also need to understand and support First Nations in their pursuit of long term emergency management program and staff capacity development. And we need to understand that this new Act will increase the workloads of those overworked Indigenous emergency managers significantly, even with only the requests for consultation and collaboration required by other governments. ●       We need to understand and find a path forward for local governments – who now are required to consult and cooperate more than ever before, and especially with First Nations. And developing a local emergency program that can effectively assess risk, prepare for, mitigate, respond to, and recover from disasters is going to take both time and additional resources – not to mention in-depth discussions among multiple levels of government about jurisdiction (especially in terms of regional districts and their ability to manage issues across vast rural areas).  This is a worthwhile venture – but there will be staff and funding capacity issues that local governments will have to address. ●       As I write this, it’s 5 degrees and raining at my home in the Kootenays.. on December 19th. All of this development work will be required to be undertaken at a time when response seasons are longer than ever, there are few resources to dedicate to mitigation and preparedness, and there is constant risk of catastrophic events (the last atmospheric river two weeks ago brought 100+ mm of rain to my region – unheard of in December). Our emergency management system in BC – at all levels of government and in all aspects of emergency management – needs additional investment to make it sustainable. It’s a difficult consideration – but we will either invest these funds in resiliency – or we will spend them in response and recovery.  https://lnkd.in/gtMn-jtd

"The Government Set a Fire in New Mexico. It Burned 341,735 Acres." Colleen Hagerty's recent story in Rolling Stone (linked in the comments) about the April 2022 Calf Canyon and Hermit's Peak Fires in New Mexico is a must-read for emergency managers. While the story focuses on the federal role of the fires and the impacts on individuals, it also highlights an interesting dynamic in disaster management: local emergency managers often aren't the people leading disaster recovery efforts once the incident has passed. Especially after a wildfire, local emergency managers often have to devote all their attention to preparing their organizations for a changed risk landscape. -- With a new burn scar, emergency managers are reassessing the risk in their jurisdiction because a tiny amount of rain on the scorched ground can lead to mudslides and debris flows. -- Emergency managers are reassessing their severe weather monitoring plans, alert and notification procedures, and evacuation planning to be ready for the moment the rain does hit the burn scar. -- They are probably initiating new community outreach and personal preparedness initiatives to help their residents do their own planning for the newly changed risks. -- Emergency managers are likely designing and delivering exercises for each of their plans and ensuring the jurisdiction can issue warnings to the public (and do so in minutes from the time a severe weather event is identified). While there is the cliche in emergency management that all disasters start and end locally, it isn't starting and ending with the local emergency manager. At some point in the disaster response process, emergency managers transition responsibility for recovery planning and coordination to other government departments and leaders. This means that disaster recovery will not always be a very efficient process because local leaders might be doing this for the first time. Maybe they are doing it for the second or third disaster, but it is hard to become an "expert" at something after doing it only a couple of times. It is even harder to address issues that are as complex as housing, economics, public health, and land-use topics when you're trying to address them in a post-disaster environment. While emergency managers are probably the ones thinking about disasters in their community more than anyone else, local government leaders can help ready their communities by preparing to transition a disaster from the emergency manager to the group that can lead the recovery for the long term. It isn't always easy to plan for that transition, but it is absolutely critical as part of an organization's preparation for disasters. #emergencymanagement

Bolstering the Role of Emergency Departments as Part of the Nation's Critical Infrastructure RAND COMMENTARY Aug 22, 2024 New resources should be devoted to the life-saving work of local emergency departments—especially those in locations at high risk for man-made or natural events—if they are to maintain their role as part of America's health care critical infrastructure. Emergency departments are on the front line of the nation's response to mass casualty incidents, disasters, and public health emergencies. They respond to unanticipated events, such as terrorist attacks and mass shootings; weather-related events, such as hurricanes, tornadoes, and heat waves, that may occur with some advance notice; and more protracted incidents, such as epidemics and pandemics. As demonstrated by an ongoing RAND study focused on identifying strategies to sustain emergency care in the United States, emergency department providers often view response to mass casualty incidents and disasters as something they “just do”—recognizing that this function is often conducted without sustained funding and resources. Yet, in order to sustain their role as part of America's critical infrastructure, emergency departments need adequate resources, they need to be systematically incorporated into local, state, and regional disaster networks, and they need to be treated as key partners in disaster planning alongside emergency management, law enforcement, and national security entities at all levels of government. Share on Twitter Hospital and emergency department preparedness activities may be funded by the U.S. government through the Department of Health and Human Services' Hospital Preparedness Program and Federal Emergency Management Agency (FEMA) grants. FEMA also funds private, non-profit health care organization disaster recovery through its Public Assistance program. In addition, health insurance vendors should be considered as a potential source for funding these activities—for example, through a percentage of insurance payment for each emergency visit being designated for disaster preparedness, response, and recovery. Like funding for local law enforcement and fire departments, state and city budgets should routinely include funding for emergency departments to maintain standby surge capacity to respond to events that may require a sudden increase in demand for health care services. Given the rise in the occurrence of mass shootings and other high casualty incidents and climate change-related natural disasters, the critical infrastructure role of emergency departments can be expected to grow over time. This makes funding for preparedness, response, and recovery activities even more critical.

When OPPORTUNITY KNOCKS - will you be READY?? Recently, I had the privilege to present the Trinidad & Tobago Disaster Risk Management Conference 2024 to the National Disaster Prevention & Preparedness Month (NDPPM) Multi-Sectoral Committee at the Office of Disaster Preparedness & Management (ODPM). This Committee, inaugurated in January 2021, comprises over thirty (30) Government Ministries, Divisions and Agencies, including the Tobago Emergency Management Agency (TEMA), Civil Society Organisations (CSOs) and the Private Sector. It was established to: • Maintain national focus on disaster prevention and preparedness throughout the year; • Plan and execute activities for the National Disaster Prevention and Preparedness Month (NDPPM) annually during the month of May; • Contribute to the development and implementation of comprehensive disaster management policies, plans, and strategies to enhance the country's overall readiness, resilience and sustainable development; • Promote enhanced capacities of relevant institutions, organisations, and communities in disaster risk reduction and management through training programmes, workshops, and exercises. • Mainstream disaster and climate change risks reduction measures into all sectors and communities in Trinidad and Tobago. MOU Signed To Enhance Cooperation On Integrated Disaster Risk Management A new landmark agreement to enhance cooperation on integrated disaster risk management was signed today between the European Union and national and regional actors. Development of the Memorandum of Understanding (MoU) was led by the European Commission’s Civil Protection and Humanitarian Aid Operations Department, and supported by the United Nations Office for Disaster Risk Reduction. It brought together governmental, inter-governmental, and non-governmental organisations for negotiations, starting in 2023. Shortly before the signing, Minister of Home Affairs and Information, Wilfred Abrahams, told the gathering that effective disaster risk management contributes to sustainable development, and the reduction of disaster risk may be considered as a cost-effective investment in preventing future losses. “Barbados and by extension the entire region welcome the accelerated international cooperation to advance our disaster risk management and resilience agendas. The European Union has a wealth of experience, expertise, and resources in disaster management, emergency response mechanisms, capacity building and early warning systems. “Similarly, the LAC (Latin America and Caribbean) region possesses invaluable knowledge and insights garnered from years of grappling with disasters. By pooling strengths and sharing best practices with the European Union, Barbados and the Caribbean neighbours all stand to benefit significantly from these lessons learnt over time,” Mr. Abrahams stated. He noted that the EU has signalled its intention to invest over US$47 million in humanitarian aid to enhance disaster preparedness in Latin America and the Caribbean region. He added that the money was intended to address urgent humanitarian needs across the region resulting from natural hazards, health emergencies, and other forms of emergencies.
