Plumbing Code is important. Some codes don’t really matter; most of them do. When I was an Apprentice Plumber and began to study for my Journeyman Plumber Exam, I purchased my first code book and the corresponding study guide. I had that study guide down pat. I knew exactly what to look for and the codes to study. I could flip through my code book and know exactly where to find answers. Sure enough, I easily passed that exam. I became a Journeyman Plumber and was able to apply the codes I could find to the work I was doing. It wasn’t until I began to study for my Master Plumber Exam that I realized I didn’t know how to study. I already knew most of the Plumbing Codes, but I came to the realization that I didn’t understand half of them. I began to dive deeper to truly understand the meaning behind why these codes are in place. Exams are important in their own way. Studying only to pass them is not only unimportant, it’s downright dumb. Studying to truly understand the nature of your work is rewarding and fulfilling. I am now a Master Plumber and I’ll be studying, the right way, for as long as I live.

I am deeply disappointed to learn that only 1% of plumbing Cert IV in Victoria have completed their training, despite the availability of fee-free TAFE courses. As someone who proudly comes from a 5th generation plumbing family, my love for this trade runs deep and it's disappointing to see such a vital industry struggling with retention in Cert IV students in TAFE. Through our work at Empowered Women In Trades (EWIT) Group we heard firsthand about the significant challenges tradespeople face during their education and early career years. This is especially true for women who are eager to enter and stay in the industry but are often met with obstacles that make it difficult to complete their training. These include financial burdens, inadequate support systems, and challenging work environments. It's essential that the budget announced by Minister Brendan O'Connor federal budget which is designed to address the skill shortage issue, is used effectively to address the completion rate issues. Financial support for tradespeople wanting to advance their careers, comprehensive mentoring programs built on evidence-based research such as positive psychology principles, improved workplace conditions that foster psychological well-being, and an ensuring curriculum aligned with industry needs are critical steps. I'm currently discussing with Aspire Learning Resources how we can build a national framework to provide the necessary support and education for individuals, organisations and educators to address these issues. We need to take a system-thinking approach to this issue and leverage positive psychology to create environments where apprentices feel valued, supported, and capable of completing their training. By focusing on these areas, we can ensure that tradespeople not only enter the trades but thrive within them. An interesting article that doesn’t give an accurate overview of the Free Tafe System. On the list of free Tafe courses is a Certificate II in Construction Pathways which is the pre apprenticeship course for students who may be interested in completing an apprenticeship in carpentry, painting, tiling, joinery or bricklaying. Many of these students do not complete the Certificate II as they take on a Certificate III course, which is a full-time apprenticeship. Many of the free TAFE courses listed are post Certificate III courses where students are working full time and units are completed outside work hours or study is full time and students may even have to leave their employment. Thank you to Peter Daly, CEO of the Master Plumbers for clarifying the plumbers position as the data is quite misleading. It is interesting that the Office of Tafe Education has released this data and yet we fail to see some real figures on completions of Certificate III apprenticeship courses in the Construction Industry. The completion rates of the courses listed will not necessarily affect ambitions housing targets whilst skilled labour through apprenticeships will.

"Just 1 per cent of Victorians who registered for a free certificate IV in plumbing successfully completed their training..." This article in The Age is not an accurate representation of our highly regulated industry. The Plumbing Regulations 2018 set the requirements for licensing. The state regulator, VBA, sets the competencies required from the Certificate IV in plumbing, but does not require completion of the entire qualification. Typically, however, TAFE will enroll a plumber in the full Cert IV to access funding. Victoria has one of the most stringent regulatory environments anywhere, and consumers can be sure that plumbers are qualified to legally work in all areas of practice for which they are licensed. Ongoing competency can best be delivered through mandatory CPD for the license classes a plumber holds and around 4,000 plumbers already participate in the scheme run by Master Plumbers and Mechanical Services Association of Australia.

Did you know, a licensed plumber must study at TAFE, or Master Plumbers and Mechanical Services Association of Australia, for approx 6 years before they gain their plumbing licence? This includes a 4 year apprenticeship plus an additional 1-3 years for a Cert IV Plumbing and Services, and proven plumbing management experience. It’s not just digging holes and smoko; we have one of the most diverse trades around from roofing to gas fitting, hot water, sewers and HVAC. Recently, a client of ours asked what the difference was between a registered and a licensed plumber.
