The US Army Corps of Engineers is proposing to abandon its regulatory framework for compliance with the National Historic Preservation Act and instead replace it with the existing regulations from the Advisory Council on Historic Preservation. According to the Corps, this will resolve inconsistencies with its approach for NHPA compliance in permitting under the Clean Water Act, Rivers and Harbors Act, and the Marine Protection, Research and Sanctuaries Act. This approach may expand the area analyzed by the Corps during the permitting process. Proposed rule publishes Feb. 9 and comment period begins. https://lnkd.in/euYmB4E8

The Black & Veatch team has won a contract from the US Army Corps of Engineers to update the #ConceptualDesigns and perform the necessary physical and hydraulic modeling for three flood gates and one pump station in support of the Modified Central City Project in #FortWorth, TX. Once complete, these updates will help to reduce #FloodRisk to the #LocalCommunities. More on the news.

One great example is Fort Riley, a five-square-mile Army base in the Flint Hills of Kansas. In addition to the Army’s First Infantry Division, Fort Riley hosts a population of greater prairie-chickens, which, like other grassland-obligate species, thrive in treeless grasslands. What a great article. I highly recommend all Marine officers read this article and share it with your Marines. One of my favorite lines from this article. “We contend that the continuously evolving indicators from observable security challenges are serving to reinforce the trajectory of the Marine Corps — based on what the American people require the service to be capable of doing, particularly as defined in Title 10 U.S.C. § 5063.”

“U.S. Representatives Mike Rogers (R-AL) and Adam Smith (D-WA), Chairman and Ranking Member of the House Armed Services Committee, along with Don Bacon (R-NE) and Chrissy Houlahan (D-PA), Chairman and Ranking Member of the Quality of Life Panel, sent a letter calling on President Biden to support improving the quality of life for service members and military families in his Fiscal Year 2025 Department of Defense Budget request. In the letter, the members wrote, “Our service members represent the best our nation has to offer and are central to our national security. The All-Volunteer Force has been the foundation of America’s national defense for the last five decades. Yet the committee’s quality of life inquiry thus far has revealed an alarming erosion of military quality of life that, if not addressed quickly, will soon place the All-Volunteer Force at risk. After an exhaustive work that includes underwater surveys and detailed structural analysis of the wreckage of the Francis Scott Key Bridge’s collapse, the U.S. Army Corps of Engineers expects to open a limited access channel by the end of April. This temporary channel will measure 280 feet wide and 35 feet deep, supporting one-way traffic for the transport of automobiles and farm equipment in and out of the port. The permanent reopening of the 700-foot-wide by 50-feet-deep Fort McHenry Channel is expected by the end of May. This would lead to the restoration of port access to normal capacity. Understandably, this timeline is subject to weather conditions as well as unforeseen difficulties of the cleaning efforts. U.S. Army Corps of Engineers (USACE), Jacksonville District Survey Boat Captain Kent Cardwell discusses USACE post-Milton condition surveys and why they are critical to re-opening our nation's ports after a storm. USACE is authorized to maintain federal channels. Following a storm, we conduct post-storm condition surveys to ensure channels did not sustain storm impacts, such as shoaling or objects in the channel causing navigational obstruction. Post-storm surveys are not a solo effort. #USACE conducts them in collaboration with the local port authority, National Oceanic and Atmospheric Administration, and contractors.
