The Ministry of Energy is hosting a conference on 10th October 2024, focusing on the upcoming Contract for Difference (CFD) auction for onshore wind and solar photovoltaic projects in Romania. Our team will be attending this event to gain key insights and engage with industry leaders. During the event, we will be seeking clarification on a few crucial points: 1. Why must evidence of financing be submitted before securing the CFD contract, given that obtaining the contract is typically essential for obtaining financial backing? 2. Why does the legislator require the validity of the funding application to be six months, while the anticipated date for CFD contract signing is set for January 2025? 3. What are the details regarding the bonds required for the tender & performance bond, including the value and execution of such? If you would like to attend in person, please fill out the registration questionnaire - https://lnkd.in/d724acSb Alternatively, if you cannot attend but have relevant questions, feel free to send them to us at tatiana.fiodorov@afpartners.ro, and we will be happy to address them during the event.

This is the implementation road map for an intercontinental power grid covering 117 countries in Europe, Africa, and South-East Asia, across seven time-zones. It represents one third of the global power demand. The intention is to utilise untapped RES potential such as hydro, solar, and wind power, as the load is expected to grow from 8,200 TWh in 2022 to 16,300 GWh by 2050. More> https://lnkd.in/d-3-JYxg

"Cannibalization" on the Dutch power market: In 2023, the average market value of electricity from solar PV was 25% below the overall average wholesale price, because of the ~23 GW of solar often produce all at the same time, depressing power prices. But still €72/MWh. Onshore wind -19%, 78 €/MWh Offshore wind -11%, 85 €/MWh By ENTRANCE - Centre of Expertise Energy via Martien Visser.

🚀 Progress towards the launch of CfD Scheme - FIRST CfD TENDER EXPECTED BY YEAR-END A significant step has been taken towards the launch of the Contracts for Difference (CfD) scheme with the official publication of the ministerial order. The total estimated budget is the equivalent of €3 billion, primarily sourced from non-reimbursable European Union funds. The first auction is scheduled for the end of this year, featuring a total capacity of 1,500 MW, allocated as follows: 1,000 MW for onshore wind projects and 500 MW for solar photovoltaic projects. This allocation marks a strategic shift from the initial plan, which had allocated 1,000 MW to each sector, adjusting to support more photovoltaic projects in 2025. Key Highlights: 🔹 Projects must have a minimum capacity of 5 MW and obtain a grid connection technical approval within six months of signing the CfD contract. 🔹 The proposed capacity must be entirely new and utilize eligible solar photovoltaic or onshore wind technologies for producing and delivering electricity to the national energy system. 🔹 The CfD scheme does not apply to the replacement, expansion, or modernization of existing production capacities. 🔹 The maximum capacity per project in CfD auctions is capped at 25% of the total auctioned capacity: 125 MW for photovoltaic projects and 250 MW for wind projects. 🔹 Projects that began construction after July 20, 2022, are eligible, and the deadline for commissioning approved projects is 36 months from the CfD contract signing date. 🔹 A significant expected change concerns the maximum strike price, initially set at 91 EUR/MWh for photovoltaic projects and 93 EUR/MWh for wind projects. Market information now suggests a decrease to 78 EUR/MWh for photovoltaic and 82 EUR/MWh for wind, reflecting market developments. These changes are anticipated to be confirmed by a ministerial order. This marks a pivotal moment in Romania's renewable energy journey, paving the way for significant new capacity to support the country's energy transition. #RenewableEnergy #CfD #SolarEnergy #WindEnergy #Romania #EnergyTransition

📣 🇷🇴 On 14 March 2024, the #Romanian Ministry of Energy launched for public consultations the draft Government decision on the approval of the general legal framework for the implementation and functioning of the Contracts for Difference support scheme for low carbon technologies ("#CfD Scheme"). ⏳ The deadline for public consultations is short: 25 March 2024. 💡 In early March, Romania received the green light from the European Commission to launch a EUR 3 billion state aid programme to promote the deployment of #wind and solar #photovoltaic (PV) capacity to meet its #energy transition goals. 👉🏻 The support scheme foresees two auction rounds, in 2024, the first auction of 2 GW, consisting of 1 GW solar and 1 GW wind; and in 2025, the second auction for the remaining 3 GW, consisting of 1.5 GW wind and 1.5 GW solar. Project eligibility is assessed on a case-by-case basis, based on permitting status and eligibility criteria under the CfD Scheme. 📩 For more details on the topic, you may contact Iustinian Captariu (Partner) or Ioana-Mihaela Criste (Associate) in #Bucharest. https://lnkd.in/dfFBpp9z #intheknow #energytransition #renewables #legalupdates
