Well managed and more accountable local government units system  is crucial towards improved municipal services. Performance based intergovernmental Grant allocation mechanism, a formula-based method for for distributing fund might be the corner stone for payments (grants) that linked to the Local government's institutional setup, planning capacity, financial management and good governance practices. Performance based payments considered efficient tool in the framework of local governance reform with a remarkable contribution for improved municipal performance and efficient service provision.

Great news! The performance based part of it is the real deal in leveraging climate finance. Atleast, this approach can ensure verified climate actions and results.
