HR comes to know via social media. Just like other employees #HR are also employees. It's their role to hire the right candidate. But what if candidate runs away on the joining date. If you have selected somewhere else let the HR know. MAYBE SOMEONE ELSE IS WAITING FOR THAT OPPORTUNITY.
Same thing need to apply for candidate who got rejected. HR doesn't respond to candidate he got selected or not?

6moBelieve me almost no any HR reply to rejected candidate, so it's kerma back to HR. First HR should consider this, I hope atleast you will consider it.
