This is a big problem in construction. Some clients think issuing unquantified bills to multiple contractors derisks the project and saves them money. The reverse is true. Multiple estimates cost the whole supply chain money, people need to be paid to do it, so the overheads go up in everyone’s costings. And going with the cheapest bidder who has likely made a ginormous cock up will result in a very aggressive variation pricing strategy post contract. Or they will go pop, and we all know it costs a fortune to get someone else to pick up the pieces. Be smart. Issue good quality quantified and specific documents with a fair balance of risk to 3 or 4 good contractors. You know it makes sense.
