I think that the new government has shown that it willing to think about doing things differently and I’m hoping that this is the case with the work and health agenda. I was looking at the SOHAS archive for a presentation that I’m doing later in the week. I looked at some of the advice summaries from the 1990’s and it didn’t come as a shock that we are giving advice on virtually the same issues as we do today. This got me thinking about the welfare to work agenda that we are looking at in a lot more detail. I think it’s fair to say that things aren't working when you come across figures that show only 22% of people who moved into a job under the main government scheme are still employed 2 years later. When I lasted looked at the percentage of people who are economically inactive in Sheffield, it was virtually the same as it was 20 years ago. The issue where companies can’t recruit into vacant jobs has been around for some time, even when the unemployment rate is going up has around for a while. I think that you can argue that there has been little new thinking in how we get unemployed people into a job and maybe that’s a good thing…. Maybe it’s time to look at things that were tried some time ago, but never took off in the UK. One example is job rotation. This is a model where low skilled and income groups are given work experience and vocational training as a way of improving their skills. The part that I do like is the people who are given work experience, carry out an existing job while being paid a proper wage that doesn’t affect their benefits. The employee whose job is being carried out is released to do training with the aim to increase their skill levels. At a time where many organisations where employees require upskilling due to new technologies, job rotation could be a useful way of making employees more productive and giving the unemployed to show that with the right support and training that they can move back into employment. As the government is looking to improve UK productivity and move more people into a job, we need to think about what works better than what we do now. Economic + Workforce + Community Dev | Strategic Planning, Program Design, Financial Strategy, and Technical Assistance
So many #workforce programs focus on connecting lower-income populations with entry-level jobs. Should they do more? Can they do more? People's potential doesn't stop at $17/hr. And many barriers never go away. My hunch is that revenue drives this dilemma. A lot of public sector funding goes away once people get hired. Private sector dollars focus heavily on increasing talent pools to avoid increasing wages. This feels a little like the Product Adoption Cycle conundrum to me. That chasm or cliff or whatever you want to call it, bothers me. Have you seen programs that successfully assist participants all the way to living wage and quality jobs?

The new Federal government looks poised to make wide-ranging changes to the labour market, some of which could affect your business. Not only are fewer workers leaving their jobs, fewer are trying to. The Wall Street Journal cites recent data that shows why workers are thinking twice: the job market is tight and switching roles became much less lucrative in the last year-plus. The Journal also notes a recent poll that shows worker satisfaction is up because of solid compensation and flexibility.
