Buyer: "Good news! I sourced the part you will consume in production in Toledo to a supplier in China." Yes, they got the lowest piece price. But what about logistics (cost and time)? What about shipping time at sea? What happens to all that material if there's an engineering change? Is my intellectual property safe? How is the quality? Did you review the site, first? Is it easy to communicate with the supplier (time zone, language, etc.)? Are there political or geopolitical concerns that could interrupt supply? What about inventory shrinkage? When I ran a Purchasing department, the team had to show they had factored in Total Cost of Ownership in their due diligence before I'd agree to an offshore sourcing decision. When procurement is selecting a new supplier, cost is a significant consideration. It is common practice to compare quotes from multiple vendors and choose the one with the lowest price. As professional procurement personnel, we should compare the total cost, which includes procurement costs, logistics costs, and holding costs. Questions such as how much can be saved by switching raw material suppliers or how much procurement costs can be reduced by using alternative materials are frequently pondered by procurement professionals. The price-oriented decision-making mechanism often leads procurement to favor suppliers with lower quotes. However, if the quality of the raw materials falls below standard or the on-time delivery rate fails to meet expectations, the savings from the lower product quotes can quickly evaporate, potentially not even covering the costs of quality claims and excess freight charges.
