Children in orphanages are typically without phone access, and if they do, it is under strict supervision with staff monitoring closely. The unfortunate reality is that the abuse we have witnessed and reported often comes from those entrusted to protect them, creating significant obstacles for these children to seek help. The current system is designed to shield the orphanages and suppress the voices of the children. Urgent action is required to engage with children and young people in care/ and those who have transitioned to develop ways to address this glaring gap. Any policy and follow-up interventions must always prioritize the needs of the most marginalized, those at risk of violence and exploitation.

Such an important post from Stephen Ucembe - and this is the case far beyond Kenya. Violence against children is at the core of institutionalisation: it drives children into institution, is endemic within them, and institutionalisation of children in itself is a form of violence against children. Because children in institutions are often cut off from the world around them, separated from communities, this violence all too often goes unreported and unaddressed. I hope that the upcoming first Ministerial Conference on Violence Against Children, in Bogota this November, will provide a forum for meaningful action on this issue: https://lnkd.in/enhK9ErK

Why We Should Support the Government in Reintegration of Children into Family or Community-Based Care.Research has shown that children living in institutional care face numerous challenges. Despite common myths and misconceptions, it's clear that family-based and community-based care offer better outcomes for children. Here are some prevalent myths: 1. Institutions are a social good, or at least necessary. 2. Children in orphanages and living on the streets are orphans. 3. These children come from “bad families” who do not want their children. 4. Family and community-based services are more expensive than institutional care. 5.Changing the system is too difficult or complex The main objectives of care reform are: 1. Strengthening Families and Prevent Separation. 2. The parents may be deceased, absent, or abusive. There may be substance abuse or mental illness in the biological home, or the parent may simply be unwilling to care for the child. The legal responsibility for the support of abandoned children differs from country to country, and within countries. Government-run orphanages have been phased out in most developed countries during the latter half of the 20th century but continue to operate in many other regions internationally. It is now generally accepted that orphanages are detrimental to the emotional wellbeing of children, and government support goes instead towards supporting the family unit.
