Soraya Sutherlin, MPA, CEM® makes some key points here that are backed by social science research on alerts and warnings - in particular is the importance of plain language. The phrases "evacuation warning" and "evacuation order" hold a lot more meaning to those who are sending the message than those who receive it. In most cases "evacuation warning" means "prepare to leave" and "evacuation order" means leave now. For those who are familiar with the language used in messages sent by the National Weather Service, "warning" means act, not prepare. And "order" is a term used to compel people to act (but is generally unenforceable). The inconsistency between the use of these terms can lead to confusion, not action. The best way to address this is to avoid operational language in favor of plain language.
