Currently, 7 out of 10 schools in England have less funding in real terms than they did in 2010. This means they can’t cover the same essential running costs they could 14 years ago. To put it in perspective, that’s 13,144 schools in England, including two-thirds of all primary schools and nearly 9 out of 10 secondary schools. At our small infant school with 70 pupils, 37% have high needs. We are constantly caught in a vicious cycle of budget deficits, making it extremely challenging. The schools finds creative ways to manage the situation but the budget is so stretched that we can’t invest in valuable learning resources. For example, the current broadband service is so inadequate that the teaching staff can’t download resources in the classroom, and there have iPads to provide engaging learning experiences. We simply don’t have the funds. This situation is common for many schools. We expect a lot from our education system, but we don’t provide the necessary funding. This is our future, and we need to invest in it.

In this report. Gillian Keegan says getting the people (EPs, SALTs etc) and the [special school] places is “all we can do”. 💪While those are no doubt needed it’s not all that can be done. In addition to righting the chronic funding gaps in school (-8%) and LA (-21%) budgets: •We could also look at the reasons why the SEND system isn’t working in the context of the wider education system & address those. •We could increase flexibility in mainstream school curricula and performativity measures so that schools are able to provide the flexibility needed for inclusive education without compromising the mesures on which they are so stringently judged. •We could reduce the emphasis on competition between schools and MATs. •We could allow LAs to have the overview of needs in local areas and communities, and to build schools as needed rather than via MATs or central government for free schools. 💫There is so much we could do if we want to, but all of it requires us to stop looking at “SEND” in isolation or as a bolt-on to the wider education system. We could instead integrate thinking about the needs of children and young people who need something or different to access education into the heart of all education policy. This spring, the #PANeedsTeachers coalition, the Pennsylvania Educator Diversity Consortium, and other partners are heading to Harrisburg, but before we there there it’s important we tell legislators what matters to us: moving $75 million in funding for student teacher stipends forward along with $10 million for Grow-Your-Own programs. Establishing funding for student teacher stipends is a critical tool in our work to address teacher shortages in Pennsylvania. Student teachers gain hands-on experience while in classrooms learning from experienced teacher mentors and contribute immensely to our learners' current and future success.
