On the Game Boy video ram is locked by the Picture Processing Unit (PPU) while the screen is being drawn, and since the screen has a hardware mandated frame rate of 60 frames per second and drawing takes about 90% of that time, you only have the remaining 10th to update all your graphics. In order to meet the frame deadline, you have to use double buffering so all your graphics updates are ready and waiting in the second buffer as soon as VRAM is unlocked.
