The Intergovernmental Panel on Climate Change has argued that an inclusive approach to climate adaptation is key to resilience. How is Canada doing? Ha Pham and Marc Saner analyzed the policy documents guiding climate change adaptation in Canada since 1994 and spoke to practitioners. "What we found is that it is not necessary to invent new adaptation actions that are inclusive.
