🔴 We’re happy to present our new report on the impacts of the #CBAM! The report sets out the political context for the EU CBAM, its objectives, and a summary of the upcoming legislative steps. Our analysis focuses on its impacts for the EU’s main trade partners, with a particular focus on #China. Some key findings: 🔹 The impacts of the CBAM on EU trade partners will be much more limited than often assumed. For instance, in the countries studied, the net CBAM costs will not exceed €1bn per country (with the exception of #Russia). 🔹 The climate benefits are immense though: thanks to the CBAM, 43.4% of free allowances can be removed from the #EUETS, which will at last incentivise emission reductions in key sectors. 🔹 The simultaneous phase out of free allocation under the EU ETS and the implementation of the CBAM might hurt industrial manufacturers based in Europe more than those based in third countries. 🔹 The EU is taking a risk: loopholes and limited scope allow some importers to game the system and easily profit from the CBAM. But those loopholes can be closed at a later stage so such gambles might not pay in the long run. 👉 Efforts should focus on strengthening the CBAM's application and tackling all risks of circumvention and carbon leakage.
