While cabinet has approved BESS scheme to accelerate it's deployment and VGF may solve the problem temporarily driving initial investment but there is much more that needs to be done if it has to be a scalable proposition in long run. e.g. in Australia, a major electricity market where BESS exist in comparatively much higher proportion, out of the 100% revenue of such assets in 2022, 60% was accounted for by FCAS (frequency control ancillary services), they have a variety of them with well established norms for trigger, measurements and settlements of these services, and rest 40% was accounted for by energy arbitrage!! The most recent RGGI quarterly auction (Auction 62) was held on December 6, 2023. The clearing price was $14.88/ton, 7.4% higher than the clearing price from Auction 61, in September. Auction 62 represents the third consecutive auction with increasing clearing prices, which follows three prior consecutive auctions with decreasing clearing prices. The clearing price reached the 2023 Cost Containment Reserve (CCR) trigger price of $14.88/ton. The CCR provision is a mechanism that allows for the release of additional allowances when auction prices exceed the established price threshold (the trigger price).
