ECA support for petrochemicals balloons in 2023
2023 was a standout year for petrochemicals in export finance. $16 billion over 16 deals ranks as the industry’s highest annual volumes since 2013, when a $10 billion mega deal for Saudi Arabia’s Sadara Chemical Company was signed. Petrochemicals was the fifth largest industry for ECA activity in 2023 but it achieved the highest average volume per deal by some margin at just over $1 billion.
As the graph indicates, ECA support tends to fluctuate year-on-year. Financings revolve around big-ticket industrial projects, often in emerging markets. The size and technical challenges of the deals often mean that deal gestation timelines are long, and periods of dearth can be followed by a glut of announcements. 2023 alone brought financial close on multi-billion-dollar packages for Ras Laffan, INEOS Olefins & Polymers USA, LLC, Lotte Chemicals and Borouge 4.
Ongoing ECA involvement in the petrochemicals sphere has drawn the ire of environmental campaigners at times – INEOS’ new Belgium plant has been challenged in the courts by environmental NGOs. While ECAs are reducing their direct exposure to fossil fuels, the debate around hard-to-abate industries is ongoing. Shipping and aviation were among the largest subsectors for export finance in 2023.
