I was a NEMA Senior Advisor and a National Crisis Management Centre Function Manager for a portion of these responses. I saw what many of these recent reviews have reiterated. There was a small handful of experienced emergency managers and a larger group of less experienced staff. All of these people were passionate about supporting communities, hard working and smart. They did the best they could with the information and resources available. Needless to say, both of these were inadequate. It has been a while since Aotearoa has experienced such far reaching and consequential events and we all know that these events never arrive when we are fully ready. I hope that we will not waste this opportunity to learn, so that we can limit the human & economic cost of our future hazards. From the report: "Science, intelligence and geospatial capability and capacity need to be enhanced to build situational awareness and support decision-making during emergencies”. Without robust evidence, timely intelligence and clear inter-agency communication, we are setting up emergency managers for an impossible task. Mentoring, coaching, training and resourcing for emergency management as a critical profession within Aotearoa is at an all-time need of attention. Relationships between critical infrastructure, emergency responders, emergency management institutions, councils, iwi, community support organisations and councils need to be strengthened and formalised pre-emergency so that information lines are open when it counts. I have moved on from emergency management from within a central government capacity, and am excited to be working together with the team at Urban Intelligence to develop one of many solutions that combines science, intelligence analysis and clearer reporting for leaders responding to an emergency. I look forward to continuing our conversations and workshops with emergency managers across NZ Councils and CDEM groups to address these pressing issues with tangible tools to improve situational awareness. #iaem #emergencymanagers #cdem #emergencyintelligence
