NZ Institute of Economic Research (NZIER) uses the surplus it makes from our consulting work to fund our Public Good Programme which provides thought leadership on addressing significant policy and economic issues confronting New Zealand. This announcement by the Secretary of State that the implementation of the Free Speech Act has been paused will be very much welcomed by the sector. The burden of this particular piece of legislation was going to be significant and there is now time to reflect further on its cost and value. Also we have the publication of Sir David Behan's review of the OfS - a hefty (108 page) report which offers a slew of recommendations for enhancing the regulatory effectiveness and efficiency of the OfS. I love it when good analytical work (especially that from my colleagues) is influential in policy design! Last year, my colleagues Gregory Elacqua and Danielle Nascimento--together with Pedro Scatimburgo--published an analysis of how Brazil's municipalities and states select and assign their teachers (https://lnkd.in/eGiPVYwr). Here is a presentation in which the Minister of Education proposed a teacher reform to the President, drawing on that analysis. https://lnkd.in/erWGUE5G

BREAKING FREE SPEECH ON CAMPUS NEWS - the Higher Education (Freedom of Speech) Act 2023 will - in large part - return "shortly", the Secretary of State for Education has just announced. This includes the core duties to take reasonably practicable steps, the duty on codes of practice, and the ban on certain Non Disclosure Agreements. The statutory tort and the provisions on students' unions will not return and the provisions around foreign funding will not return yet, but the Director of Free Speech and the complaints scheme will return (modified to allow OfS to prioritise complaints and not necessarily consider them all). I think the latter was always going to have much more practical impact on Universities, in any event. This means that the OfS’ free speech guidance, which puts a lot of onus on Universities regarding compliance, policies, complaints schemes and training, will return too. We offer fixed price audit and compliance packages, and training packages, in order to help institutions.
