Tennessee’s Carter County Emergency Communications District 911 leveraged RapidDeploy in this challenging situation. School bomb threats: #Schoolleaders and #schoolsafety officials need to assess and then react, not react and then assess. Broward County Schools is directing #principals and school police (#SRO) to assess threats to determine credibility and not automatically evacuate. The best practice in #schoolsecurity since (at least) back to the Columbine era decades ago has been NOT to automatically evacuate schools without assessing the threat. Automatically evacuating can put #students in a less safe situation, as I discussed with the South Florida Sun Sentinel (https://zurl.co/PHXU ). #Superintendents and #principals need to focus on the fundamentals of school safety.

Today marks the 25th anniversary of the #Columbine School shooting. In just a few weeks, families in #Uvalde, #Texas, will mark the second anniversary without their loved ones. Yesterday the #WhiteHouses's newly formed Office of Gun Violence Prevention hosted a meeting with its new emergency response team to discuss its new protocol for responding to mass shootings. Its purpose is to coordinate support for survivors, families and communities following mass shootings in the same way #FEMA responds to natural disasters. This is a great start. But are we giving first responders the training they need to respond? Research tells us the answer is no. According to the Texas Tribune and ProPublica: There is no consistency or national standard for schools and active shooter training. As a result, some districts are proactive, and others are not. Although the Department of Justice recommends eight hours of active shooter training for police officers each year, only Texas comes to this recommendation, requiring its officers receive 16 hours of training every two years. California, Georgia, Ohio, Washington, and Vermont do not require active shooter training as part of the police academy curriculum, and only Texas and Michigan mandate the training for all officers, post-academy. Some states do require #activeshooter training once a year (such as quarterly training), but officers not present at that time (e.g.: on vacation) would not receive it. Some states only require training for school police, and in the majority of those states, it is a one-time occurrence. Active shooter #training for law enforcement to stop the threat is only part of the answer; however. There are so many factors that can influence the outcome of an active shooter incident that are not being addressed in a consistent manner. These include: Incident Command Team (fire, PD, EMS) preplanning for an incident at their schools to identify traffic control points, staging areas for #EMS and the media, landing zones, and tactical advantage points. Training for school personnel on “Stop the Bleed,” the Incident Command System (ICS), early warning signs of a potential threat, intervention strategies. Conducting school emergency planning that includes a site assessment that ensures first responders can identify buildings quickly, evacuation routes, safe pick-up zones for evacuation, and mitigation factors. A comprehensive preparedness program for active shooter incident can be expensive, but the cost of not being prepared is even higher. As Chicago transitions away from its reliance on gunshot detection technology (GDT) after more than seven years and begins searching for other technology that helps facilitate rapid response to emergencies like shootings, it's crucial to consider how new tools will be evaluated for their impact on public safety. One such avenue could be leveraging statistical program evaluations like the one my team conducted to evaluate the effect ShotSpotter has on shooting lethality. In our latest op-ed, my colleagues and I detail the degree of signal we were able to pick up from the data. While our findings are suggestive rather than conclusive, they indicate that shooting fatality rates — the likelihood of a victim succumbing to their gunshot injuries — were approximately four percentage points lower in areas utilizing the ShotSpotter GDT.
